COMPOSITION OF THE COUNCIL’S SCRUTINY, REGULATORY AND OTHER COMMITTEES AND THE APPOINTMENT OF MEMBERS TO SERVE UPON THEM

 

RECOMMENDATIONS / KEY DECISIONS REQUIRED:

1.   To increase the total number of seats available on Committees by 1 from 167 to 168 seats.
2. Following the adoption of (1) above to increase the number of Scrutiny seats from 67 to 68.

2.   To consider the revised composition of committees as detailed within the report.  

3.   To approve appointment of members to Regulatory, Scrutiny and Other Committees as set out within Appendix 1 of the report or reported at the meeting.

To satisfy the requirements of the Council’s Constitution, the Local Government Act 2000 and The Local Government (Wales) Measure 2011

COMPOSITION OF THE COUNCIL’S REGULATORY SCRUTINY AND OTHER COMMITTEES AND TO APPOINT MEMBERS TO SERVE UPON THEM.

 

 

In accordance with the constitution the council is required to appoint members to serve on its committees and to allocate those seats so that they reflect the overall political composition of the council.

Having considered the new political structure of the Authority and in order to ensure that there is  a full allocation of seats available for distribution  amongst the political groups  and any unaffiliated members, it is recommended that  the calculation for the distribution of seats on Committees be increased by 1 from 167 (as agreed by the previous Council)  to 168 with the number of seats available on Scrutiny Committees increasing from 67 to 68.  Changes are also recommended to the number of members on individual regulatory and other committees, to best represent the political balance of the new Council, thus ensuring that all seats are allocated on a politically balanced  basis, with the seats on committees also being allocated to reflect, as far as possible, the political balance of the council as a whole.

I have undertaken the review and submit the recommendations set out in the attached report for the Council’s consideration.

Appendix 1 to the report details the nominations received from the Political Groups to serve on Committees, any outstanding nominations will be made at the meeting.
