Objections to the County of Carmarthenshire - Waiting Restrictions and Street Parking - (Llanelli ) (Variation 33)

 

1.       Purpose

1.1  This report is to determine objections received to the proposed on-street waiting restrictions. Full details of the proposed restrictions are listed in Appendix 1  and Appendix 2 of the report. The purpose of the proposed restrictions is to safe guard  road users and to facilitate the safe and unhindered passage of traffic.

2.       Consultation

2.1   The advertised proposals are listed in Appendix 1.

3.    Objections and comments:

3.1 During the consultation period the Council’s Head of Administration and Law  received eight objections and a petition against the advertised proposals. These objections are summarised in Appendix 3 along with officer comments and recommendations.

3.2 In brief , the objections are explained below : -

3.2.1  Mount Pleasant Buildings  -  Extend existing prohibition of waiting restrictions (double Yellow lines) by a short distance on one side to prevent vehicles being parked in the flow of traffic

3.2.1.1 The objectors are concerned that the intended double Yellow lines will reduce the provision of on – street parking spaces available to local residents.

3.2.1.2 Recommendation :

             Implement the proposals as described in Appendix 1.

3.2.2    Erw Road  -  Introduce no loading/ unloading restrictions  to address dangerous parking on the nearside pavement adjacent to Avenue Villa surgery.

3.2.2.1  The objector is concerned that the intended no loading / loading restrictions will reduce the provision of on street parking spaces available to those who opt to park their vehicles(with a valid Blue badge on display) on the existing double Yellow lines in the vicinity of the surgery and nearby junctions.

3.2.2.2   Recommendation:

              Implement the proposals as described in Appendix 1.

 

3.2.3  Brynamlwg  -  Extend prohibition of waiting restrictions (double Yellow lines) on the junction to facilitate the unhindered movement of municipal vehicles.

3.2.3.1 The objectors are concerned that the intended waiting restrictions (double Yellow lines) will reduce the provision of on street parking spaces available to local residents.

3.2.3.2 Recommendation:Amend the advertised proposals as follows:

Extension to prohibition of waiting at any time

Street: Bryn amlwg,Llanelli

South side -  From a point 23 metres North East of its junction with Frondeg Terrace for a distance of 35 metres in a South Westerly direction.

3.2.4 Lane between Pembrey Road and the lane to the rear of Greenway street-remove double Yellow lines

3.2.4.1The objector is concerned that vehicles will be parked in the flow of traffic

Recommendation: Amend the advertised proposals as follows:

Revocation of prohibition of waiting at any time

Street – Lane to rear of Pembrey Road, Llanelli

East side-From a point 5 metres North West of its junction with the rear lane of Greenway street for a distance of 9 metres in a North Westerly direction.

2.  Legal 

 

The Traffic Regulation Order to be introduced by the Council’s Head of Administration and Law, and implemented by the Environment department.


3.  Finance 

 

All associated costs will be borne by the County Council’s Traffic Management revenue budget.

 

5.  Risk management issues

 

The council has a number of statutory duties and powers in relation to Road safety and Traffic Management, which these measures support.
