Schedule 2 - Extension to prohibition of waiting at any time

Street - Mount Pleasant Buildings, Llanelli

West Side – From a point 23 metres north west of its junction with Felinfoel Road for a distance of 8 metres in a south easterly direction.

 

Problem:

The layout of existing double yellow lines on either side of this narrow street permits vehicles to be parked in such a manner as to stop the flow of traffic. Mount Pleasant Building adjoins the grounds of Old Road Primary School. At School collection periods vehicles are parked in such a manner as to stop the flow of traffic.

There is a requirement therefore to amend the layout of the existing double yellow lines to avoid the stopping up of the street due to inconsiderate parking.

 

Proposal:

Extend existing prohibition of waiting restrictions ( double yellow lines ) by a short distance on one side to prevent vehicles being parked in the flow of traffic.

 

Recommendation:

Implement the proposals as described in Appendix 1.

Erw Road

 

The Objector is concerned that the intended no loading / unloading restrictions will reduce the provision of on-street parking spaces available to those who opt to park their vehicles ( with a valid blue badge on display ) on the existing double yellow lines in the vicinity of the surgery and nearby junctions.

Street - Erw Road, Llanelli

East Side – From a point 5 metres south of the centre of its junction with Lloyd Street for a distance of 84 metres in a southerly direction.

West Side - From a point 5 metres south of the centre of its junction with Lloyd Street for a distance of 53 metres in a southerly direction. From a point 70 metres south of the centre of its junction with Princess Street for a distance of 5 metres in a southerly direction.

 

Problem:

Vehicles with blue badges on display park / stop on Erw Road adjoining Avenue Villa Surgery.

The Council’s Traffic Management officers have observed the parking problem on each occasion that they visited Erw Road to monitor parking along this street in the vicinity of the surgery.

 

Highway Code: Waiting and Parking

Highway Code Rule 242

You MUST NOT leave your vehicle or trailer in a dangerous position or where it causes any unnecessary obstruction of the road.

Highway Code Rule 243

DO NOT stop or park:

Opposite or within 10 metres (32 feet) of a junction.

Mitigation:

There is an off-street car park area within the grounds of the surgery capable of accommodating approx. 14 vehicles. The car park is accessed from Brynmor Road.

Vehicles with a valid blue badge on display may park for an unlimited period in the controlled residents parking scheme on Brynmor Road.

 

Recommendation:

Implement the proposals as described in Appendix 1.

The Objectors are concerned that the intended double yellow lines will reduce the provision of on-street parking spaces available to local residents.

Street - Bryn Amlwg, Llanelli

Both sides – From a point 23 metres north east of its junction with Frondeg Terrace for a distance of 35 metres in a south westerly direction.

 

Mitigation:

An officer from the Council’s Traffic Management section met on site with two Objectors. It was agreed on site that waiting at any time restrictions should be introduced on the south side only.

The local Members were notified of the proposed amendment to the advertised proposals.

 

Recommendation:

Amend the advertised proposals as follows:

Extension to prohibition of waiting at any time.

Street - Bryn Amlwg, Llanelli

South Side – From a point 23 metres north east of its junction with Frondeg Terrace for a distance of 35 metres in a south westerly direction.

Lane between Pembrey Road and the lane to the rear of Greenway Street

 

The Objector is concerned that vehicles will be parked in the flow of traffic.

Schedule 10 - Proposed revocation of prohibition of waiting at any time

Street - Lane rear of Pembrey Road, Llanelli

Both sides - From its junction with Pembrey Road to its junction with the rear lane of Greenway Street in a south westerly direction for its entire length.

 

Mitigation:

Cllr. John Jenkins met with the Objector and an officer from the Council’s Traffic Management section on site to consider the proposals. It was agreed at the site visit that the restrictions would be removed on one side only for a shorter length than advertised.

 

Recommendation:

Amend the advertised proposals as follows:

Revocation of prohibition of waiting at any time

Street - Lane rear of Pembrey Road, Llanelli

East side - From a point 5 metres north west of junction with the rear lane of Greenway Street for a distance of 9 metres in a north westerly direction.
