MR DAFYDD WILLIAM RHYS EVANS - APPLICATION FOR THE GRANT OF A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE pdf icon PDF 139 KB

Minutes:

The Committee considered an application from Mr Dafydd William Rhys Evans of 3 Maesybedw, Boncath for the grant of a hackney carriage/private hire dual driver’s licence.

 

The Committee interviewed Mr Evans with regard to his application. 

 

The Senior Licensing Officer recommended that Mr Evans’ application be granted with a warning to his future conduct.

 

RESOLVED that, in line with the Council’s guidelines, the application submitted by Mr Dafydd William Rhys Evans for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a warning as to his future conduct.

MR RUSSELL ALAN HOWE - HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE pdf icon PDF 137 KB

Minutes:

The Senior Licensing Officer advised the Committee that correspondence had been received from Mr Howe advising that he was unable to attend the hearing but that he consented for his application to be considered in his absence, if the Committee was so minded.

 

RESOLVED that consideration of the application submitted by Mr Russel Alan Howe regarding his Hackney Carriage/Private Hire Dual Driver’s Licence be deferred to the next meeting.

 

5.

MISS CLAIRE LOUISE WHITEHEAD - APPLICATION TO RENEW A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE pdf icon PDF 139 KB

Minutes:

The Committee, further to minute 4 of its meeting held on the 7th December, 2017 considered an application from Miss Claire Louise Whitehead of 37 Caeglas, Llanelli to renew her Hackney Carriage/Private Hire Dual Driver’s Licence with the Authority.

 

The Committee interviewed Miss Whitehead with regard to her renewal application.

 

The Senior Licensing Officer recommended that Miss Whitehead’s renewal application be granted with a final warning as to her future conduct.

 

The Committee thereupon

 

RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.

 

Following the adjournment the Committee reconvened to advise of its decision.

 

RESOLVED that in line with the Council’s guidelines, the application submitted by submitted by Miss Claire Louise Whitehead for the renewal of her Hackney Carriage/Dual Drivers Licence application be granted with a warning as to her future conduct.

MR JASON OWEN JENKINS - HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE pdf icon PDF 137 KB

Minutes:

(NOTE: Councillor E. Williams declared an interest in this item as the applicant lived within his ward. He left the meeting during its determination by the Committee)

 

The Committee was informed that Mr Jason Owen Jenkins of 12 Llysmorfa, Llangunnor, was a licensed Hackney Carriage/Private Hire Dual Drivers Licence with the authority and that an issue had arisen with regard to his licence. The Committee interviewed Mr Jenkins with regard to that issue.

 

The Senior Licensing Officer recommended that Mr Jenkins be issued with a warning as to his future conduct.

 

The Committee thereupon

 

RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.

RESOLVED that Mr Jason Owen Jenkins be issued with a warning as to his future conduct.

 

REASONS:

After hearing all of the evidence, the Committee made the following findings on fact (on the balance of probabilities):-

 

1.     That you are a licensed taxi driver with the Authority

2.     That you have been a licensed taxi driver since 1998

3.     That on the 18th August 2011, 27th September 2016 and 20th November 2017, you used foul and abusive language to members of the public

 

Having decided on the balance of probabilities that you had used foul and abusive language to members of the public, the Committee decided that you should be issued with a warning as to your future conduct.
