APOLOGIES /OTHER MATTERS Minutes: Apologies for absence were received from Councillors F. Akhtar, P. Edwards, H.I. Jones, S. Phillips and E. Thomas. Members were informed that Mr. Mike Price was attending his last meeting of the Licensing Committee before his impending retirement. Mr. Price was thanked for his contribute to the Committee’s work over the last 20 years and wished well for the future. The Chair presented Mr. Price with a token of the Committee’s appreciation. |

DECLARATIONS OF PERSONAL INTERESTS Minutes: There were no declarations of personal interest. |

Minutes: The Committee considered an application from Mr Ivor John Daniel of 41 Bethesda Road, Tumble, for the renewal of his hackney carriage/ private hire dual driver’s licence.
The Committee interviewed Mr Daniel with regard to his application.
The Senior Licensing Officer recommended that Mr Daniel’s application be granted with a final warning as to his future conduct.
The Committee thereupon:
RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.
Following the adjournment the Committee reconvened to advise of its decision.
RESOLVED that, in line with the Council’s guidelines, the application submitted by Mr Ivor John Daniel for the renewal of his Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a warning as to his future conduct.

Minutes: The Committee considered an application from Mr. Tony Robert Williams of 2 Beech Road, Carmarthen, for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.
The Committee interviewed Mr. Williams with regard to his application.
The Senior Licensing Officer recommended that Mr. Williams’s application be granted with a warning as to his future conduct.
The Committee thereupon
UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.
Following the adjournment the Committee reconvened to advise of its decision.

Reasons On the evidence presented, the Committee was satisfied that the applicant was a fit and proper person to hold a licence.

Minutes: The Committee considered an application from Mr. Thomas George Carpenter of Ty Hedd, Trem y Dref, Carmarthen, for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.
The Committee interviewed Mr. Carpenter with regard to his application and heard references from his current and prospective employer the latter of whom was in attendance.
The Senior Licensing Officer recommended that Mr. Carpenter’s application be refused.
The Committee thereupon

SAFEGUARDING TRAINING FOR HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS PDF 207 KB Minutes: The Committee viewed a Safeguarding Training Video that could be used for all Taxi Drivers and Passenger assistants in the Dyfed Powys Police Force Area, namely Carmarthenshire County Council, Ceredigion County Council, Pembrokeshire County Council and Powys County Council. The video had been produced as a joint initiative between the Authority and Police with the costs covered by funds raised under POCA (Proceeds of Crime Act) by Carmarthenshire County Council. It was suggested that the Director of Community Services be complemented on the initiative.
UNANIMOUSLY RESOLVED that the Safeguarding Training Video be endorsed. |
