SUSPENSION OF HACKNEY CARRIAGE VEHICLE LICENCE HC 917 REGISTRATION NUMBER CP59 KYV PDF 183 KB Minutes: In accordance with minute 9 of its meeting held on the 12th September, 2019 the Committee was informed that Mr John Keith Rees of Llan Taxi’s 19 Zion Row, Llanelli was found to be operating Hackney Carriage Vehicle HC 917, Registration Number CP59 KYV, in breach of the Councils Conditions of Licence for Hackney Carriage Vehicles.
The Committee interviewed Mr Rees with regard to that issue. Mr Rees was accompanied by his wife who apprised the Committee of the circumstances regarding one of the breaches in question, as outlined by Mr Rees.
The Senior Licencing Officer recommended that Mr Rees’ Hackney Carriage Vehicle Licence HC 917 be suspended for 14 days.
The Committee thereupon:
UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.
Following the adjournment the Committee reconvened to advise of its decision.
RESOLVED that Mr John Keith Rees’ Hackney Carriage Vehicle Licence HC917 be not suspended, but that Mr Rees be issued with a warning as to his future conduct. |

Minutes: The Committee considered an application from Mr Benjamin Jones of Flat 4 Ravenhall, Duncan Street Laugharne for the renewal of his hackney carriage/ private hire dual driver’s licence.
The Committee interviewed Mr Jones with regard to his application.
The Senior Licensing Officer recommended that Mr Jones’ application be granted with a warning as to his future conduct.
The Committee thereupon:
UNANIMOUSLY RESOLVED that, in line with the Council’s guidelines, the application submitted by Mr Benjamin Jones for the renewal of his Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a warning as to his future conduct.

Minutes: The Committee considered an application from Mr Matthew Pegram of 16 Plas Isaf, Llangennech for the renewal of his hackney carriage/ private hire dual driver’s licence.
The Committee interviewed Mr Pegram with regard to his application.
The Senior Licensing Officer recommended that Mr Pegram’s application be granted with a warning as to his future conduct.
The Committee thereupon:
UNANIMOUSLY RESOLVED that, in line with the Council’s guidelines, the application submitted by Mr Matthew Pegram for the renewal of his Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a warning as to his future conduct.

Minutes: The Committee considered an application from Mr. Aaron Lee Coelho of 4 Heol Gwendraeth, Burry Port for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.
The Committee interviewed Mr. Coelho with regard to his application.
The Senior Licensing Officer recommended that Mr. Coelho’s application be refused.
The Committee thereupon
UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.

RESOLVED that the application submitted by Mr. Coelho for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a warning as to his future conduct.
Reasons On the evidence presented, the Committee was satisfied that the applicant was a fit and proper person to hold a licence.

Minutes: The Committee was informed that subsequent to the despatch of the agenda for the meeting a request had been received from Mr Davies for the deferral of his application for a Hackney Carriage/Private Hire Dual Driver’s Licence to the Committee’s next meeting on the 6th December 2019.
UNANIMOUSLY RESOLVED that at the request of applicant, consideration of Mr Paul Anthony Davies’ application for a Hackney Carriage/Private Hire Dual Driver’s Licence be deferred to the Committee’s next meeting on the 6th December 2019 |

Minutes: The Committee received for consideration the minutes of its meeting held on the 12th September and noted that the apologies submitted by Councillors P. Edwards and C.A. Davies had not been recorded
UNANIMOUSLY RESOLVED that the minutes of the meeting of the Licensing Committee held on the 12th September, 2019 be signed as a correct record subject to Councillors P. Edwards and C.A. Davies being included within the list of apologies received.
