The Development Management Officer referred to
the private site visit undertaken by the Committee earlier that day
(minute 3.1 of the Planning Committee held on the 18th
October, 2018 refers) the purpose of which was to enable the
Committee to view the site. He
referred, with the aid of PowerPoint slides, to the written report
of the Head of Planning which provided an appraisal of the site
together with a description of the proposed development, a summary
of consultation responses received and information relating to the
local and national policies relevant to the assessment of the
application.
A representation was received objecting to the
application re-iterating the objections detailed within the Head of
Planning’s report, with the main areas of concern being
contravention of several planning policies, excessive number of
wind turbines in the vicinity, detrimental impact on the landscape,
significant effect on visual amenity, local wildlife and ecology
and the harm of shadow flicker on the public right of way.
The applicant’s agent responded to the
issues raised.
RESOLVED that
Planning Application E/34791 be granted subject to the conditions
detailed within the report/addendum of the Head of Planning.

The Development Management Officer referred to

(minute 5 of the Planning Committee held on the 18th
October, 2018 refers) the purpose of which was to enable the
Committee to view the site. He
referred, with the aid of PowerPoint slides, to the written report
of the Head of Planning which provided an appraisal of the site
together with a description of the proposed development, a summary
of consultation responses received and information relating to the
local and national policies relevant to the assessment of the
application.
A representation was received objecting to the
application re-iterating the objections detailed within the Head of
Planning’s report, with the main areas of concern being that
the application is contrary to the key aims of LDP Policy TR2, the
site is in an unsustainable location, increase in light and noise
pollution and that the proposed car park will cause surface water
runoff into the adjacent small holding.
RESOLVED that
Planning Application W/36131 be granted contrary to the Head of
Planning’s recommendation, on the basis that it was deemed to
be the use of an existing agricultural facility and was in
accordance with Policies GP1, TR2 and TR3, subject to conditions to
be drafted by the Head of Planning.

RESOLVED that the following applications be
granted subject to the conditions detailed within the
report/addendum of the Head of Planning:

The
proposal is to provide 34 no. new affordable housing on the
existing open ground adjacent to the existing Dylan Housing
Estate. Together with associated
ecological mitigation works to include a new wetland pond
feature. There will be 28 no. two
bedroom, four person houses and 6 no. four bedroom, seven person
houses at land adjoining Dylan Housing Estate, Llanelli, SA14
9AN
A
representation was received requesting that the Committee undertake
a site inspection on the grounds of overlooking and
highways. The request was
denied. The representation continued,
objecting to the proposed development and reiterating the points
detailed within the Head of Planning’s written report,
including the following:-
- the
design discriminates against the elderly and frail;
- these houses are similar to the 450 that are already in the
ward;
- bungalows only make up 4% of the Council’s
stock;
- there are 122 outstanding requests for bungalows in the
area;
- severe overlooking;
- there are two double bends and a T junction in close proximity
to the entrance;
- more bungalows are needed in order to release 2 and 3 bedroom
houses for young families;
- unjustified overcrowding;
- contrary to
planning policies including H1.
The
Assistant Engineer Planning Liaison and Senior Development
Management Officer responded to the issues raised.

At the Planning Committee meeting on
27th November, Members resolved to overturn the
Officer’s recommendation for refusal and grant planning
permission for the proposed development, with a list of appropriate
conditions to be returned to the Committee for
ratification.
The committee approved
the conditions contained within the report.

UNANIMOUSLY RESOLVED that the Committee
approve the following request to discharge the Section 106
Agreement, contrary to the Head of Planning’s recommendation
on the basis that the building no longer serves any useful purpose
and that after 19 years it is reasonable to discharge the
agreement.
