Additional documents: Minutes: The Senior Development Management Officer (South) referred to the private site visit undertaken by the Committee earlier that day (minute 3 of the Planning Committee held on the 30th May, 2019 refers), the purpose of which was to enable the Committee to view the site in relation to highway concerns and to view the location of the caravan. He referred, with the aid of PowerPoint slides, to the written report of the Head of Planning which provided an appraisal of the site together with a description of the proposed development, a summary of consultation responses received and information relating to the local and national policies relevant to the assessment of the application. He advised that the Head of Planning was recommending approval of the application for the reasons detailed within the written report.
Representation was received from the Local Member objecting to the application re-iterating the objections detailed within the Head of Planning’s report, with the main areas of concern being the evidence that demonstrates the applicant’s gypsy status in relation to Policy H7.
In addition, concerns were raised by the Committee regarding potential issues with water supplies in the locality.
The Senior Development Management Officer (South) responded to the issues raised by the Local Member and the Committee.
RESOLVED that Planning Application E/37947 be granted subject to the conditions detailed within the report of the Head of Planning. |

The Senior Development Management Officer (East) referred to the private site visit undertaken by the Committee earlier that day (minute 5.2 of the Planning Committee held on the 30th May, 2019 refers), the purpose of which was to enable the Committee to assess any likely impact the development may have upon the Bullwarks scheduled monument.
The Senior Development Manager Officer (East) advised the Committee observations had not been received from CADW and recommended the application be deferred until such time the response is received.
In accordance with Planning Committee Protocol, the objectors who had requested to speak in relation to this item, opted to make their representation when the application is next considered.
UNANAMOUSLY resolved to defer the application until such time observations are received from CADW. |
