RESOLVED that the following planning applications be granted subject to the conditions detailed within the Report/Addendum of the Head of Place and Sustainability and or reported at the meeting:-

Removal of Condition 5 attached to planning permission reference W/38893, to allow retention of the existing wooden structure on site and the retention of a touring caravan for ancillary domestic purposes at Parc Yr Odyn, Hebron, Whitland, SA34 0XT

 

The Senior Development and Enforcement Manager referred to the private site visit undertaken by the Committee earlier that day (minute 3.2 of the Planning Committee held on the 7th December, 2023 refers), the purpose of which was to enable the Committee to view the site in light of concerns raised that the application could be in contravention of the principles set out in the One Planet Development (OPD) guidance in terms of its environmental and ecological impact.

 

He referred, with the aid of PowerPoint slides, to the written report of the Head of Place and Sustainabilitywhich provided an appraisal of the site together with a description of the proposal, a summary of consultation responses received and information relating to the local and national policies relevant to the assessment of the application.

 

It was noted that consent would be subject to a Section 106 Agreement to ensure that the proposal was in compliance with the requirements of the One Planet Development Policy and Practice Guidance documents.

 

The Committee was advised that the Head of Place and Sustainabilitywas recommending approval of the application for the reasons detailed within the written report.

Retrospective application for the proposed extension to the rear of Plot 3 and extension to the rear raised decking area approved under the reserved matters approval (ref. PL/00588) at Plot 3, Former NRW Labs, Pen Y Fai Lane, Llanelli, SA15 4EN

 

Representations were received objecting to the retrospective application which re-iterated the objection points detailed within the Head of Planning’s written report with the main concerns relating to:-

 

·       The development not complying with the requirements of the previous planning permission in terms of its size, balcony type and glazed balustrade and the consequential impact upon the adjacent properties.

 

·       The kitchen extension built is 30% bigger than the original plan.

 

·       Access issues.

 

·       Loss of privacy for neighbouring properties.

 

The applicant’s agent and Senior Development Management Officer responded to the issues raised.
