PDF 111 KB Minutes: The Executive Board Member considered a report detailing the steps which needed to be taken to introduce Central Government’s Energy Company Obligation (ECO): Help to Heat Scheme in Carmarthenshire. The scheme was intended to help fuel poor households who were not in receipt of benefits and low income households that were vulnerable to mitigate the effects of living in a cold home. It was noted that scheme only covered private tenure households, i.e. those in the private rented sector and owner occupiers. Social housing was excluded.In order for households in an area to benefit from the scheme the local authority must publish a Statement of Intent, a copy of which was attached to the report, setting out the criteria it intended to use to identify households who would be eligible. RESOLVED to approve the administration of the above scheme as detailed in the report and Statement of Intent.
