The Executive Board Members considered a report detailing the proposed transfer of County Council land to the ownership of the Diocesan of Menevia at St. John Lloyd R.C. School in Llanelli.

 

In April 1989 the former St. John Lloyd school building, which was constructed on Diocese land, was demolished following a fire which left the school building in total ruin.  In order to get the school fully operational as soon as possible, mobile classrooms were brought onto the site as a temporary measure whilst a new school building was constructed on County Council land.

 

In August 2016 the Welsh Government (WG) approved an investment of £3.2m to build a new science block, an extension onto the existing sports hall and a major refurbishment of the existing classrooms within the main block.

As part of the WG grant conditions (School Standards and Organisation (Wales) Act 2013 Part 3 – Transfer of Land) the construction of a new building must take place on Diocese land. 

 

In order for the construction of the new science block and multi use games area to proceed at St. John Lloyd school, the Authority would need to arrange the transfer of County Council land over to the ownership of the Diocesan of Menevia.  The Diocese would not be required to make any payment for the land and the County Council and Diocese would meet their own costs in relation to the transaction.

 

The proposed scheme at St. John Lloyd would sustain future pupil demand and in the long term would be suitable in size to accommodate the anticipated increase in pupil population by 2026, thereby safeguarding secondary faith based provision in Carmarthenshire.

 

RESOLVED

 

2.1     that the transfer of County Council land over to the Diocese of           Menevia in order that construction works can take place at St.         John Lloyd R.C. School, as required under the School Standards      and Organisation (Wales) Act 2013, be approved;

 

2.2     that the Diocese be not required to make any payment for the land     and the County Council and Diocese will meet their own costs in relation to the transaction.
