The Executive Board Member considered a report on an objection received to the Council’s proposed introduction of a raised plateau on the A476 at Heol Myrddin, Ffairfach to reduce traffic speeds in support of extending the existing 20mph speed limit on the approach to planned traffic lights at Ffairfach Square. If introduced, the plateau would also enhance road safety along a heavily walked route to Bro Dinefwr secondary school.

 

The Executive Board member was advised that whilst all statutory stakeholders had been consulted and not objected to the proposal, one objection had been received from a member of the public, as detailed in Appendix A to the report with the officer comments and recommendations thereto being detailed in Appendix 3.

 

RESOLVED that the objection received to the proposed introduction of a raised plateau on the A476 at Heol Myrddin, Ffairfach be noted, but that the proposal be proceeded with in the interests of road safety

The Executive Board Member considered a report on an objection received to the Council’s proposed introduction of road humps on the B4310 Outside Nantgaredig Primary school to support a proposed 20mph speed limit. If introduced, the road humps would support and enhance road safety outside a primary school.

 

The Executive Board member was advised that whilst all statutory stakeholders had been consulted, and not objected to the proposal, one objection had been received from a member of the public, as detailed in Appendix 2 to the report along with officer comments and recommendations thereto being detailed in Appendix 3.

 

RESOLVED that the objection received to the proposed introduction of road humps on the B4310 outside Nantgaredig School be noted, but that the proposal be proceeded with in support of the proposed 20mph speed limit and in the interests of road safety

RESOLUTION FOR SHARED USE PATH ALONG HEOL ELLI AND HEOL TROSTRE, LLANELLI pdf icon PDF 263 KB

The Executive Board Member considered a report on proposals to convert the existing footway adjacent to Heol Elli and Heol Trostre Llanelli to a shared use facility for both cyclists and pedestrians. If introduced, it would form part of a wider Welsh Government grant funded road safety and active travel scheme for the area with the aim being to encourage an increase in walking and cycling by improving existing paths and enhancing road safety, especially for those travelling to local schools.

 

The Executive Board Member noted the appropriate procedure for conversion of a footway to a cycle track required the removal of the footway under Section 66(4) of the Highways Act 1980 and constructing a new cycle track with a right of way on foot under Section 65(1) of the Act. Whilst the new facility would be classed as a cycle track, it would have a pedestrian right of way, hence the term ‘shared use’

 

It was noted that all statutory stakeholders, including properties fronting the path, had been consulted and not objected to the scheme

 

RESOLVED that the council proceed with the resolution to convert the existing footway adjacent to Heol Elli and Heol Trostre to a shared use cycle way with a pedestrian right of way
