RESOLVED that the decision record of the meeting held on the 5^th July, 2017 be signed as a correct record.

The Executive Board Member considered a report on proposed revisions to the Authority’s application and rate of Standby arrangements.

The Assistant Chief Executive reported that for the previous twelve months the Authority had been in consultation with the Trade Unions on the existing standby arrangements and actual sessional rate applied thereto, being the highest in Wales. Those consultations had culminated at a meeting of the Corporate Employee Relations Forum on the 19^th October, 2017 when the Unions had advised they would not be in a position to ballot their membership on the revised proposals without there being clear guidance from the Authority on its expectations for staff undertaking standby.

As a consequence, the Executive Board Member was requested to endorse a revised Guidance Note on Standby for issue to the Trade Unions, which had been developed from the existing guidance applicable since the implementation of Single Status in 2012.

The Executive Board Member referred to the new guidance and suggested the following amendments be made thereto:

·        Item 3 being cross referenced to item 6 on the standby sessions

·        Item 5, the 3^rd bullet point being amended to read “The necessary contact details are available and updated regularly”.

RESOLVED that, subject to the above amendments, the revised Guidance Note for Standby be approved.
