Minutes:

UNANIMOUSLY RESOLVED that the minutes of the meeting of the Swansea Bay City Region Joint Committee held on the 31st August, 2018 be signed as a correct record.

DIGITAL INFRASTRUCTURE UPDATE pdf icon PDF 220 KB

Minutes:

The Joint Committee considered an update report on the progression of the Digital Infrastructure Project and the three elements thereof relating to the Digital Infrastructure Tender Award, Local Full Fibre Network (LFFN) and 5G in Wales.

 

The Joint Committee noted that development of the Digital Infrastructure Tender Award was currently on schedule with work on the business case progressing. Preparation of the full bid for the LFFN, prepared jointly by CUBE Ultra Ltd and the City and County of Swansea was anticipated to be completed shortly, with its submission to the Department for Digital Culture, Media and Sport (DCMS) scheduled for January, 2019. Progression of 5G (5th Generation) technologies was being addressed under a Pan Wales approach, led by Innovation Point.

 

The Joint Committee was informed that Welsh Government Ministers, at a recent meeting held with representatives of the Swansea Bay City Deal had expressed their support for the Digital Infrastructure Project and for it to be progressed as quickly as possible.

 

UNANIMOUSLY RESOLVED that the Digital Infrastructure Project Update Report be received.

The Joint Committee received an update report on the following local and regional projects funded under the City Deal:-

 

·       Digital Infrastructure

·       Swansea City & Waterfront Digital District;

·       Skills & Talent;

·       Yr Egin;

·       Llanelli Life Science & Well-Being Village

·       Llanelli Life Science & Well-Being Campus;

·       Homes as Power Stations

·       Centre of Excellence in Next Generation Services (CENGS);

·       Astute Factory of the Future;

·       Steel Science;

·       Pembroke Dock Marine

 

UNANIMOUSLY RESOLVED that the projects update report be received.

The Joint Committee received for consideration a suggested Forward Work Programme for 2018/19 that ensured an up to date programme of work was available to support the Swansea Bay City Deal

 

UNANIMOUSLY RESOLVED that the Swansea Bay Joint Committee Forward Work Programme for 2018/19 be approved.

7.

EXCLUSION OF THE PUBLIC

THE REPORTS RELATING TO THE FOLLOWING ITEMS ARE  NOT FOR PUBLICATION AS THEY CONTAIN EXEMPT INFORMATION AS DEFINED IN PARAGRAPH 14 OF PART 4 OF SCHEDULE 12A TO THE LOCAL GOVERNMENT ACT 1972 AS AMENDED BY THE LOCAL GOVERNMENT (ACCESS TO INFORMATION) (VARIATION) (WALES) ORDER 2007. IF, FOLLOWING THE APPLICATION OF THE PUBLIC INTEREST TEST, THE COMMITTEE RESOLVES PURSUANT TO THE ACT TO CONSIDER THESE ITEMS IN PRIVATE, THE PUBLIC WILL BE EXCLUDED FROM THE MEETING DURING SUCH CONSIDERATION

Minutes:

UNANIMOUSLY RESOLVED, pursuant to the Local Government Act 1972, as amended by the Local Government (Access to Information)(Variation) (Wales) Order 2007, that the public be excluded from the meeting during consideration of the following items as the reports contained exempt information as defined in paragraph 14 of Part 4 of Schedule 12A to the Act.

YR EGIN - CREATIVE DIGITAL CLUSTER

Minutes:

Following the application of the public interest test it was UNANIMOUSLY RESOLVED, pursuant to the Act referred to in Minute 7 above, to consider this matter in private, with the public excluded from the meeting as the report included the business case to be submitted to the UK and Welsh Governments for approval and contained indicative cost estimates, and disclosing those indicative cost estimates in advance of procuring a works contractor could prejudice the procurer’s position.

 

The Joint Committee considered a report on the Yr Egin Creative Digital Cluster Project together with feedback thereon from the Economic Strategy Board.

 

UNANIMOUSLY RESOLVED THAT:-

8.1

The full five case business plan for the Yr Egin Digital Cluster Project be endorsed and submitted to the UK and Welsh Governments for approval.

8.2

Delegated Powers be granted to officers to make any minor amendments that may be necessary to obtain the UK and Welsh Government approval.

 

9.

SWANSEA CITY AND WATERFRONT DIGITAL DISTRICT

Minutes:

Following the application of the public interest test it was UNANIMOUSLY RESOLVED, pursuant to the Act referred to in Minute 7 above, to consider this matter in private, with the public excluded from the meeting as the report included the business case to be submitted to the UK and Welsh Governments for approval and contained indicative cost estimates, and disclosing those indicative cost estimates in advance of procuring a works contractor could prejudice the procurer’s position.

The full five case business plan for the Llanelli Life Science and Well-Being Village Project be endorsed and submitted to the UK and Welsh Governments for approval.

10.2

Delegated Powers be granted to officers to make any minor amendments that may be necessary to obtain the UK and Welsh Government approval.
