AREA WEST - DETERMINATION OF PLANNING APPLICATIONS

Minutes:

5.1      UNANIMOUSLY RESOLVED that the following planning application be granted subject to the conditions detailed within the report/addendum of the Head of Planning and/or reported at the meeting:-

Proposed retention and completion of land as a temporary overspill car park for a period of up to 5 years at University of Wales Trinity Saint David, College Road, Carmarthen, SA31 3EP

 

(NOTE: Councillors A.C. Jones and D. Jones having declared an interest in this application left the Council Chamber during its consideration by the Committee)

 

5.2      UNANIMOUSLY RESOLVED that consideration of the following planning applications be deferred to enable the Committee to undertake a site visit:-

Demolition of existing buildings and redundant telecommunications slabs and erection of Lidl Foodstore with associated parking, delivery arrangements and widening of current access road at former Carmarthen Police Station, Friars Park,

Carmarthen, SA31 3AW

 

Reason: to enable the Committee to assess any likely impact the development may have upon the Bullwarks scheduled monument

 

In accordance with Planning Committee Protocol, the objector who had requested to speak in relation to this item, opted to make their representation at the meeting following the site visit

Change of use of ground floor from dwelling (C3) to mixed use coffee shop (A1/A3) and addition of pitched roof to rear detached garage and addition of velux windows to the roof of the main dwelling (resubmission of W/37493) at Croft House, Llansteffan, Carmarthen, SA33 5LW

 

REASON: to enable the Committee to view the site in light of objections received from the Llansteffan and Llanybri Community Council, as verbally reported at the meeting.

5.3      RESOLVED that the following planning application be granted contrary to the recommendation of the Head of Planning on the basis the Committee considered it fell within policy AH3 of the Carmarthenshire Local development Plan (Affordable Housing – Minor settlement in the open countryside), related to genuine local need, proximity of the site to a small cluster of dwellings/commercial property, the provisions of the Well-being of Future Generations Act for both the applicant and the community of Whitland and the historic need and precedent for affordable large residential properties in the area;

 

            The granting of the application is to be subject to the applicant entering into a Section 106 Agreement for the dwelling to be classified as an Affordable Property in perpetuity.
