The Cabinet considered the Council’s Direct Payment policy which proposed revisions to reflect changes in circumstances.  The scheme enabled eligible individuals to purchase the care and support required to meet their own well-being needs and therefore offered more choice, control, and flexibility to people who would traditionally rely on others to arrange their care and assistance.

 

A review of the policy had commenced to reflect that the local authority had commenced its own in-house support scheme in 2021 and therefore no longer utilised Diverse Cymru to support the management of direct payments.  Additional amendments were also recommended for approval in order to provide greater detail and clarity in respect of the eligibility, criteria and arrangements for the provision of direct payments, as detailed within the report.

 

UNANIMOUSLY RESOLVED that the amended Direct Payments Policy be approved.

ANY OTHER ITEMS OF BUSINESS THAT BY REASONS OF SPECIAL CIRCUMSTANCES THE CHAIR DECIDES SHOULD BE CONSIDERED AS A MATTER OF URGENCY PURSUANT TO SECTION 100B(4)(B) OF THE LOCAL GOVERNMENT ACT, 1972.

EXCLUSION OF THE PUBLIC

THE REPORTS RELATING TO THE FOLLOWING ITEMS ARE NOT FOR PUBLICATION AS THEY CONTAIN EXEMPT INFORMATION AS DEFINED IN PARAGRAPH 14 OF PART 4 OF SCHEDULE 12A TO THE LOCAL GOVERNMENT ACT 1972 AS AMENDED BY THE LOCAL GOVERNMENT (ACCESS TO INFORMATION) (VARIATION) (WALES) ORDER 2007. IF, FOLLOWING THE APPLICATION OF THE PUBLIC INTEREST TEST, THE CABINET  RESOLVES PURSUANT TO THE ACT TO CONSIDER THESE ITEMS IN PRIVATE, THE PUBLIC WILL BE EXCLUDED FROM THE MEETING DURING SUCH CONSIDERATION.

UNANIMOUSLY RESOLVED, pursuant to the Local Government Act 1972, as amended by the Local Government (Access to Information) (Variation) (Wales) Order 2007, that the public be excluded from the meeting during consideration of the following items as the reports contained exempt information as defined in paragraph 14 of Part 4 of Schedule 12A to the Act.

BURRY PORT HARBOUR - UPDATE AND FUTURE OPTIONS

Following the application of the public interest test it was UNANIMOUSLY RESOLVED, pursuant to the Act referred to in Minute Item 8 above, to consider this matter in private, with the public excluded from the meeting as disclosure could undermine the council’s positions in any ongoing and future negotiations regarding the Harbour, to the detriment of the public purse.

 

The Cabinet considered a report which provided an update on the current position at Burry Port Harbour, following tenants Burry Port Marina Ltd (BPML) going into administration, and set out possible future options.

 

UNANIMOUSLY RESOLVED:

 

9.1

that the current position at Burry Port Harbour be noted;

 

9.2

to progress with option 3.3 detailed within the report, whereby Carmarthenshire County Council partners with a reputable 3rd party operator (Milford Haven Port Authority) as soon as legally possible, to develop and sustain the harbour.
