The Committee thereupon received a presentation providing an overview of the Legislation on Public Health (Minimum Price For Alcohol) (Wales). Key points covered included:

The presentation was followed by a question and answer session.
UNANIMOUSLY RESOLVED that the report be received. |

Minutes: The Committee considered an application from Mr Mark Morris Smith of 6 Cadifor Street, Carmarthen for the renewal of a Hackney Carriage/Private Hire Dual Driver’s Licence.
The Committee interviewed Mr Smith with regards to his application and the issues raised by the Senior Licensing Officer.
The Senior Licensing Officer recommended that Mr Smith’s application be granted with a warning as to his future conduct.
UNANIMOUSLY RESOLVED that, in line with the Council’s guidelines, the application submitted by Mr Mark Morris Smith for the renewal of his Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a warning as to his future conduct. |

MR LESLIE ALBERT SYDNEY CURLE - HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE PDF 211 KB Minutes: The Committee was informed by the Senior Licensing Officer that Mr Leslie Albert Sydney Curle was unable to attend the committee meeting and asked that consideration of the application be deferred.
RESOLVED that consideration of the application submitted by Mr Leslie Albert Sydney Curle to renew his hackney Carriage/Private Hire Dual Drivers Licence be deferred to the next meeting. |

Minutes: The Committee considered an application from Mr James Thomas Healey of Cilsaig Farm, Dafen, Llanelli for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.
The Committee interviewed Mr. Healey with regards to his application and issues raised by the Senior Licensing Officer.
The Senior Licensing Officer recommended that Mr Healey’s application be granted with a warning as to his future conduct.
RESOLVED that the application submitted by Mr. Healey for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a warning as to his future conduct. |

MR DAVID KENNETH JONES - HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE PDF 181 KB Minutes: The Committee was informed that Mr David Kenneth Jones of 37 Pontardulais Road, Tycroes, Ammanford, was a licensed hackney carriage/private hire dual driver with the Authority.
The Committee interviewed Mr Jones with regards to his licence and the issues raised by the Senior Licensing Officer.
The Senior Licencing Officer recommended that Mr Jones’ Hackney Carriage / Private Hire Dual Drivers Licence be suspended for 14 days.
UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.
Following the adjournment, the Committee reconvened to advise of its decision.
RESOLVED that Mr David Kenneth Jones’ Hackney Carriage/Private Hire Dual Drivers Licence be not suspended, but that Mr Jones be issued with a final warning as to his future conduct.
Reason On the evidence presented, the Committee was satisfied that there was no reasonable cause to suspend the licence. |

Minutes: The Committee considered an application from Mr. Steve Antony Williams of 110 High Street, Ammanford, for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.
The Committee interviewed Mr. Williams with regards to his application and the issues raised by the Senior Licensing Officer.
The Senior Licensing Officer recommended that Mr. Williams’ application be granted with a warning as to his future conduct.
RESOLVED that the application submitted by Mr. Williams for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a warning as to his future conduct. |

Minutes: The Committee considered an application from Mr Rhydian Wyn Griffiths of Bryn Hawddgar, Nantycaws, Carmarthen, for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.
The Committee interviewed Mr. Griffiths who was accompanied and represented by his Solicitor with regard to his application and the issues raised by the Senior Licensing Officer.
The Senior Licensing Officer recommended that Mr. Griffiths’ application be refused.
The Committee thereupon
UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.

RESOLVED that the application submitted by Mr. Griffiths for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be granted.
Reason On the evidence presented, the Committee was satisfied that the applicant was a fit and proper person to hold a licence. |

Minutes: The Committee considered an application from Mr Albert Bleddyn Davison of 3 Little Water Street, Carmarthen, for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.
The Committee interviewed Mr. Davison with regards to his application and the issues raised by the Senior Licensing Officer.
The Senior Licensing Officer recommended that Mr. Davison’s application be refused.
The Committee felt that further clarification was required regarding the evidence provided. The Committee thereupon
RESOLVED that the application submitted by Mr. Davison for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be deferred for a future meeting. |
