MR LESLIE ALBERT SYDNEY CURLE - HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE pdf icon PDF 181 KB

Minutes:

(NOTE: Councillor T.J. Jones, having earlier declared an interest in this item left the Chamber during its determination by the Committee)

 

In accordance with Minute 5 of its meeting held on the 5th December, 2019 the Committee was informed that Mr Leslie Albert Sydney Curle of 23 Burrows Terrace, Burrt Port was a licensed hackney carriage/private hire dual driver with the Authority and that an issue had arisen with his licence.

 

The Committee interviewed Mr Curle with regard to that issue.

 

The Senior Licencing Officer recommended that Mr Curle be issued with a warning as to his future conduct.

 

UNANIMOUSLY RESOLVED that in line with the Council’s guidelines, Mr Leslie Albert Sydney Curle be issued with a warning as to his future conduct.

4.

MR JASON LEE DAVIES - HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE pdf icon PDF 181 KB

Minutes:

The Committee was informed that Mr Jason Lee Davies Flat 1, Y Felin, Glannant Road, Carmarthen was a licensed hackney carriage/private hire dual driver with the Authority and that an issue had arisen with his licence.

 

The Committee interviewed Mr Davies with regard to that issue.

 

The Senior Licencing Officer recommended that Mr Davies be issued with a warning as to his future conduct.

 

UNANIMOUSLY RESOLVED that in line with the Council’s guidelines, Mr Jason Lee Davies be issued with a warning as to his future conduct.

 

5.

MR IAN RICHARD JONES - HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE pdf icon PDF 181 KB

Minutes:

The Committee was informed that Mr Ian Richard Jones of Cae’r Felin, Llansawel was a licensed hackney carriage/private hire dual driver with the Authority and that an issue had arisen with his licence.

 

The Committee interviewed Mr Jones with regard to that issue.

 

The Senior Licencing Officer recommended that Mr Jones be issued with a final warning as to his future conduct.

 

The Committee thereupon

 

UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.

 

Following the adjournment the Committee reconvened to advise of its decision.

 

RESOLVED that in line with the Council’s guidelines, Mr Ian Richard Jones be issued with a warning as to his future conduct

MR STEPHEN GARY WARR - APPLICATION FOR THE GRANT OF A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE pdf icon PDF 181 KB

Minutes:

The Committee considered an application from Mr. Stephen Gary Warr of Swan Fach, Llansawel for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.

 

The Committee interviewed Mr. Warr with regard to his application.

 

The Senior Licensing Officer recommended that Mr. Warr’s application be granted with a warning as to his future conduct.

 

The Committee thereupon

 

UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.

 

Following the adjournment the Committee reconvened to advise of its decision.

 

RESOLVED that the application submitted by Mr. Stephen Gary Warr for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a warning as to his future conduct.

 

Reasons

On the evidence presented, the Committee was satisfied that the applicant was a fit and proper person to hold a licence.

 

7.

MR JOHN LESLIE COX - APPLICATION FOR THE GRANT OF A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE pdf icon PDF 182 KB

Minutes:

The Committee was advised that an application had been received from Mr John Leslie Cox of Bodfuan, Carmel for the grant of a Hackney Carraige / Private Hire Dual Drivers Licence.

 

The Senior Licensing Officer reported that whilst Mr Cox had been invited to attend the meeting, he was not present and had not informed the Authority of any reason for his non-attendance. Accordingly, the Committee would need to decide whether to adjourn consideration of the application to another date to afford Mr Cox the opportunity of attending or, alternatively, to consider the application in his absence

 

UNANIMOUSLY RESOLVED that Mr Cox’s application be considered in his absence.

 

The Committee thereupon received evidence from the Senior Licensing Officer in relation to issues which had arisen with Mr Cox’s application.

 

The Senior Licensing Officer recommended that Mr Cox’s application be refused.

 

The Committee thereupon

 

UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.

 

Following the adjournment the Committee reconvened to advise of its decision.

 

RESOLVED that the application submitted by Mr. John Leslie Cox for the grant of a Hackney Carriage / Private Hire Dual Drivers Licence be refused.

Having considered all the evidence presented, the Committee was not satisfied the applicant is a fit and proper person to hold a licence

MR ALBERT BLEDDYN DAVISON - APPLICATION FOR THE GRANT OF A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE pdf icon PDF 182 KB

Minutes:

The Committee considered an application from Mr Albert Bleddyn Davison of 3 Little Water Street, Carmarthen for the grant of a hackney carriage/private hire dual drivers licence.

 

The Committee interviewed Mr Davison with regard to his application and issues raised by both the Senior Licencing Officer and the Dyfed Powys Police representative.

 

The Senior Licensing Officer recommended that Mr Davison’s application be refused.

 

The Committee thereupon

 

UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.

 

Following the adjournment the Committee reconvened to advise of its decision.

 

RESOLVED that, in line with the Council’s guidelines, the application submitted by Mr Albert Bleddyn Davison for the grant of a Hackney Carriage/Private Hire Dual Drivers Licence be refused.

 

Reasons

Having considered all the evidence presented and the applicant’s responses thereto the Committee was not satisfied the applicant is a fit and proper person to hold a licence.
