The Committee considered an application from Mr Noel Williams of 22 Brynmeurig, Tregynwr, Carmarthen to renew his Hackney Carriage/Private Hire Dual Driver’s Licence.
Mr Williams was 70 years of age and Condition 25 of the Council’s Conditions of Licensing for Hackney Carriage and Private Hire Dual Drivers states that “The driver shall be at least twenty one years of age and must not be older than seventy years of age”.
Mr Williams had produced a medical certificate confirming that he was fit to drive a Hackney Carriage/Private Hire Vehicle.
The Committee thereupon
UNANIMOUSLY RESOLVED that the application by Mr Noel Williams to renew his Hackney Carriage/Private Hire Dual Driver’s Licence be granted.

Minutes: The Committee considered an application from Mr Edwin Sylvanus David of 23 Nant y Gro, Llangennech, Llanelli for the grant of a Hackney Carriage/ Private Hire Dual Driver’s Licence.
Mr David was 73 years of age and Condition 25 of the Council’s Conditions of Licensing for Hackney Carriage and Private Hire Dual Drivers states that “The driver shall be at least twenty one years of age and must not be older than seventy years of age”.
Mr David had produced a medical certificate confirming that he was fit to drive a Hackney Carriage/Private Hire Vehicle.
The Committee thereupon

HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVER'S LICENCE - MR MARTIN CRAIG KNOWLES PDF 181 KB Minutes: The Committee was advised that Mr Martin Craig Knowles of 3 Brynawelon, Bryn, Llanelli was a licensed Hackney Carriage/Private Hire Dual Driver with the Authority. The Committee interviewed Mr Knowles with regard to an issue which had arisen in relation to his licence.
The Public Health Services Manager recommended that Mr Knowles be issued with a warning as to his future conduct.
The Committee thereupon
UNANIMOUSLY RESOLVED that, in line with the Council’s guidelines, Mr Martin Craig Knowles be issued with a warning as to his future conduct.

The Committee considered an application from Mr Kenneth John Joseph Duxberry of 18 Cwrt y Gloch, Peniel, Carmarthen to renew his Hackney Carriage/Private Hire Dual Driver’s Licence. The Committee interviewed Mr Duxberry with regard to his application.
The Public Health Services Manager recommended that Mr Duxberry’s application be granted with a warning as to his future conduct.

UNANIMOUSLY RESOLVED that, in line with the Council’s guidelines, the application submitted by Mr Kenneth John Joseph Duxberry to renew his Hackney Carriage/ Private Hire Dual Driver’s Licence be granted and that he be issued with a warning as to his future conduct.

Minutes: The Committee considered an application from Mr William John Spreadbury of 23 Glasfryn, St. Clears, Carmarthen to renew his Hackney Carriage/Private Hire Dual Driver’s Licence. The Committee interviewed Mr Spreadbury with regard to his application.
The Public Health Services Manager recommended that Mr Spreadbury’s application be granted with a warning as to his future conduct.

UNANIMOUSLY RESOLVED that, in line with the Council’s guidelines, the application submitted by Mr William John Spreadbury to renew his Hackney Carriage/ Private Hire Dual Driver’s Licence be granted and that he be issued with a warning as to his future conduct.

The Committee considered an application from Mr Andrew Alun Crooks of 89 Cross Hands Road, Gorslas, Llanelli for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.
The Committee interviewed Mr Crooks with regard to his application and received observations from the police representative. The Public Health Services Manager read out a letter from Mr Crooks’ current employer providing a character reference in support of his application.
The Public Health Services Manager recommended that Mr Crooks’ application be refused.
The Committee thereupon
RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.
Following the adjournment the Committee reconvened to advise of its decision.
RESOLVED that, in line with the Council’s guidelines, the application submitted by Mr Andrew Alun Crooks for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be refused.
Reasons The Committee, having regard to the evidence presented, believed that the applicant was not a fit and proper person to hold a licence.

Minutes: The Committee considered an application from Mr Anthony Luke Sheridan of 32 Parcyrhun, Ammanford for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.
Mr Sheridan was accompanied by his partner’s mother, Mrs Pauline Watts. The Committee interviewed Mr Sheridan with regard to his application and received observations from the police representative. The Public Health Services Manager read out three letters providing character references in support of Mr Sheridan’s application, from his prospective employer, a former work colleague and a neighbour. Mrs Pauline Watts also spoke in support of Mr Sheridan’s application.
The Public Health Services Manager recommended that Mr Sheridan’s application be refused.
The Committee thereupon
UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.
Following the adjournment the Committee reconvened to advise of its decision.

Minutes: The Committee was reminded that consideration of this application was deferred at the meeting held on 5th January, 2016 (minute 11 refers) as the applicant was unable to attend. The application was deferred again on 17th February, 2016 (minute 9 refers) as the applicant failed to attend. The Committee noted that Mr Goodier was not in attendance at today’s meeting, he had not contacted officers to offer an explanation and he had been advised that, should he fail to attend today’s meeting, his application may be considered in his absence.
UNANIMOUSLY RESOLVED that the Committee consider the application in the applicant’s absence.
The Committee proceeded to consider an application from Mr Jamie Lee Goodier of Asheldon, Station Road, St. Clears for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.
The Public Health Services Manager recommended that Mr Goodier’s application be refused.
FURTHER RESOLVED that, in line with the Council’s guidelines, the application submitted by Mr Jamie Lee Goodier for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be refused.
Reasons The Committee, having regard to the evidence presented, believed that the applicant was not a fit and proper person to hold a licence.
