The Committee considered a report on the provisions of the Licensing Act 2003 detailing the proposed composition of Licensing Sub Committees “A” and “B” for the 2022/23 Municipal Year.

 

UNANIMOUSLY RESOLVED that the composition of Licensing Sub Committees “A” and “B” for the 2022/23 Municipal Year be as follows:

 

Licensing Sub Committee “A”

Councillors Mansel Charles, Peter Cooper, Michael Cranham, Suzy Curry, Alex Evans, Tyssul Evans and Ken Howell.

 

Licensing Sub Committee “B”

Councillors  Dot Jones, Hefin Jones, Jean Lewis, Kevin Madge, Dorian Phillips and Elwyn Williams plus a vacant seat

APPOINTMENT OF CHAIRS OF LICENSING SUB-COMMITTEES FOR THE 2022-23 MUNICIPAL YEAR

The Committee considered nominations for Chairs of the Licensing Sub Committees for the 2022/23 Municipal Year.

 

UNANIMOUSLY RESOLVED

 

4.1

that Councillor Mansel Charles be appointed Chair of Licensing Sub Committee “A” for the 2022/23 Municipal Year;

4.2

that Councillor Elwyn Williams be appointed Chair of Licensing Sub Committee “B” for the 2022/23 Municipal Year.

The Committee considered an application from Mr Nathan Edward James Courtney of Courtney Wedding Cars Ltd, 42 Maes Y Capel Pembrey for an exemption from conditions 5a and 5b of the Council’s Licence Conditions for Private Hire Vehicles for his Private Hire Vehicle PH564, a Tesla Model X registration number GU67 FKO.

 

It was reported that as it was Mr Courtney’s intention to operate the vehicle for executive hire, airport/sea port and proms work only, he had requested an exemption from conditions 5a and 5b of the Council’s Licence Conditions, namely, that he be not required to display door stickers and a licence plate on the rear bumper of his vehicle.

 

The Committee was advised that should it agree to grant Mr Courtney an exemption, the following conditions would be attached to the Licence:-

 

-       That the licensed Tesla Model X  PH564 registration number GU67 FKO be exempt from licence conditions 5a and 5b whilst being used for executive hire purposes as outlined in the application by Mr Courtney;

-       That, should the vehicle be used for Private Hire other than the executive hire type work listed, then the applicant shall immediately notify the Licensing Authority and the exemption shall cease in relation to such hiring;

-       That the vehicle displays an identification disc on the front and rear windscreens, as specified by the Licensing Authority.

 

RESOLVED that the application submitted by Mr Nathan Edward James Courtney for an exemption from Conditions 5a and 5b of the Council’s Licence Conditions for Private Hire Vehicles for his Tesla Model X  PH564, registration number GU67 FKO be granted.

MR MARTIN DUNNE - HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE

The Committee was informed that Mr Martin Dunne of 116 High Street, Ammanford, is a licensed hackney carriage/private hire dual driver with this Authority and that an issue had arisen with regard to his licence.  

 

The Committee interviewed Mr Dunne with regard to his application and the issues raised by the Senior Licensing Officer.

 

The Senior Licensing Officer recommended that Mr Dunne be issued with a warning as to his future conduct.

 

UNANIMOUSLY RESOLVED that, in line with the Council’s guidelines, Mr Martin Dunne be issued with a warning as to his future conduct.

MR JASON LEWIS THOMAS - HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE

The Committee was informed that Mr Jason Lewis Thomas of 28 Lon Hafren, St Clears, is a licensed hackney carriage/private hire dual driver with this Authority and that an issue had arisen with regard to his licence.  

 

The Committee interviewed Mr Thomas with regard to his application and the issues raised by the Senior Licensing Officer.

 

The Senior Licensing Officer recommended that Mr Thomas be issued with a warning as to his future conduct.

 

UNANIMOUSLY RESOLVED that, in line with the Council’s guidelines, Mr Jason Lewis Thomas be issued with a warning as to his future conduct.

10.

MR KIERAN ROGER PRYOR BOWEN - APPLICATION FOR THE GRANT OF A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE

The Committee was advised that an application had been received from Mr Kieran Roger Pryor Bowen of 69 Ynys Las, Llwynhendy,Llanelli for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence. However, as Mr Bowen was unable to attend the meeting, he had requested that the application be considered in his absence.

 

The Senior Licensing Officer apprised the Committee on the application and recommended that Mr Kieran Roger Pryor Bowen’s application be granted with a warning as to his future conduct.

 

UNANIMOUSLY RESOLVED that the application submitted by Mr Kieran Roger Pryor Bowen for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a warning as to his future conduct.

 

11.

MRS NICOLA JAYNE JONES - APPLICATION FOR THE GRANT OF A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE

The Committee considered an application from Mrs Nicola Jayne Jones of 88 Caecoed, Llandybie for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.

 

The Committee interviewed Mrs Jones with regard to her application.

 

The Senior Licensing Officer recommended that Mrs Nicola Jayne Jones’ application be granted with a warning as to her future conduct.

 

UNANIMOUSLY RESOLVED that the application submitted by Mrs Nicola Jayne Jones for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a warning as to her future conduct.

 

Reason

On the evidence presented the Committee was satisfied that the applicant was a fit and proper person to hold a licence.

MRS ABIGAIL RACHEL JONES - APPLICATION FOR THE GRANT OF A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE

The Senior Licensing Officer referred to the application received from Mrs Abigail Rachel Jones of 44 Stepney Road, Garnant, Ammanford for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence and requested that its consideration be deferred to the next meeting in order for additional information to be obtained.

 

UNANIMOUSLY RESOLVED that the application submitted by Mrs Abigail Rachel Jones for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be deferred to the next meeting of the Committee.

 

13.

MR ADAM LEE MORSE - APPLICATION FOR THE GRANT OF A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE

The Committee considered an application from Mr Adam Lee Morse of 33B Park Street, Brynamman for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.

 

The Committee interviewed Mr Morse with regard to his application.

 

The Senior Licensing Officer recommended that Mr Adam Lee Morse’s application be refused.

 

RESOLVED that the application submitted by Mr Adam Lee Morse for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a warning as his future conduct.

 

Reason
