RESOLVED, pursuant to the Local Government Act 1972, as amended by the Local Government (Access to Information) (Variation) (Wales) Order 2007, that the public be excluded from the meeting during consideration of the following items as the reports contained exempt information as defined in paragraph 12 of Part 4 of Schedule 12A to the Act.

MR DYLAN CROMPTON DAVIES APPLICATION FOR A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE

Minutes:

[Note: Councillor J.K. Howell having earlier declared an interest, re-iterated his declaration on this item and departed the meeting during deliberation of the report and voting thereof].

 

The Committee considered an application from Mr Dylan Crompton Davies of Glyncoed, Saron Road, Pentre-Cwrt, Llandysul to renew his hackney carriage/private hire dual driver’s licence.

 

The Licensing Lead informed the Committee of the issues that had arisen in respect of his license. 

 

The Committee interviewed Mr Davies with regard to the issues raised by the Licensing Lead.

 

The Licensing Lead recommended that Mr Davies’ application be granted with a warning as to his future conduct.

 

The Committee thereupon

 

UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.

 

Following the adjournment, the Committee reconvened to advise of its decision.

 

UNANIMOUSLY RESOLVED that the application submitted by Mr Dylan Crompton Daviesfor the renewal of a Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a warning as to his future conduct.

 

Reason

 

On the evidence presented the Committee was satisfied that the applicant was a fit and proper person to hold a licence.

7.

MR DAMIAN MARTYN MUNRO APPLICATION FOR A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE

Minutes:

The Committee considered an application from Mr Damian Martyn Munro of 61 Penygarn Road, Tycroes, Ammanford for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.

 

The Licensing Lead informed the Committee of the issues that had arisen in respect of the application. 

 

The Committee thereupon interviewed Mr Munro with regard to the application and the issues raised by the Licensing Lead.

 

The Licensing Lead recommended that Mr Munro’s application be granted with a warning as to his future conduct.

 

The Committee thereupon

MR WAYNE SCOTT DICKSON APPLICATION FOR A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE

Minutes:

The Committee considered an application from Mr Wayne Scott Dickson of Falcon House, Heol Cwmmawr, Drefach, Llanelli for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.

 

The Licensing Lead informed the Committee of the issues that had arisen in respect of the application. 

 

The Committee thereupon interviewed Mr Dickson with regard to the application and the issues raised by the Licensing Lead.

 

The Licensing Lead recommended that Mr Dickson’s application be refused.

 

The Committee thereupon

 

UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.

 

Following the adjournment, the Committee reconvened to advise of its decision.

 

RESOLVED that the application submitted by Mr Wayne Scott Dickson for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a warning as to his future conduct.

 

Reason

 

On the evidence presented the Committee was satisfied that the applicant was a fit and proper person to hold a licence.

 

9.

MR JEFFREY THOMAS CHANDLER HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE

Minutes:

The Committee was informed that Mr Jeffrey Thomas Chandler of Flat 3, 4 Market Street, Llandeilo was a licensed hackney carriage/private hire dual driver with the authority. The Licensing Lead informed the Committee of the issues that had arisen in respect of Mr Chandler’s license. 

 

The Committee interviewed Mr Chandler with regard to the issues raised by the Licensing Lead.

 

The Licensing Lead recommended that Mr Chandler’s application be suspended until completion of an appropriate Disability Awareness Training Course as agreed with the Licensing Department.

 

The Committee thereupon

 

UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.

 

Following the adjournment, the Committee reconvened to advise of its decision.

 

RESOLVED that Mr Jeffrey Thomas Chandler’sHackney Carriage/Private Hire Dual Driver’s Licence be revoked.

 

Reason

 

On the facts presented, the Committee could not be satisfied that the applicant was a fit and proper person to hold a licence.  Accordingly, the Committee concluded that there was reasonable cause to revoke the licence.
