There were no declarations of personal interest.

APPLICATION TO RENEW A HACKNEY CARRAIGE/PRIVATE HIRE DUAL DRIVER'S LICENCE - MR MICHAEL ALAN DAVIES. pdf icon PDF 181 KB

Minutes:

The Committee considered an application from Mr Michael Alan Davies of 51 Rhydyfro, Llangadog to renew his Hackney Carriage/Private Hire Dual Driver’s Licence.  The Committee interviewed Mr Davies with regard to his application.

 

The Public Health Services Manager recommended that Mr Davies’ application be granted with a warning as to his future conduct.

 

The Committee thereupon

 

UNANIMOUSLY RESOLVED that, in line with the Council’s guidelines, the application submitted by Mr Michael Alan Davies to renew his Hackney Carriage/ Private Hire Dual Driver’s Licence be granted and that he be issued with a warning as to his future conduct.

APPLICATION TO RENEW A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVER'S LICENCE - MR WAYNE SMITH RUSSELL. pdf icon PDF 181 KB

Minutes:

The Committee was advised that Mr Russell had informed officers that he would be unable to attend today’s meeting as he would be away on holiday and had requested that consideration of his application be deferred to the next meeting.

 

UNANIMOUSLY RESOLVED that consideration of the application submitted by Mr Wayne Smith Russellto renew his Hackney Carriage/Private Hire Dual Driver’s Licence be deferred to the next meeting of the Committee.

APPLICATION TO RENEW A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVER'S LICENCE - MR DAVID WILLIAM SQUIRE. pdf icon PDF 182 KB

Minutes:

The Committee was reminded that consideration of this application was deferred at the meeting held on 28th July, 2016 (minute 4 refers) as the applicant was unable to attend.  The Committee noted that Mr Squire was not in attendance at today’s meeting, he had not contacted officers to offer an explanation and he had been advised that, should he fail to attend today’s meeting, his application may be considered in his absence.  It was therefore

 

RESOLVED that the Committee consider the application in the applicant’s absence.

 

The Committee proceeded to consider an application from Mr David William Squire of 12 Gwendraeth Town, Kidwelly to renew his Hackney Carriage/ Private Hire Dual Driver’s Licence. 

 

The Public Health Services Manager recommended that Mr Squire’s application be granted but that his licence be suspended for a period of 14 days.

 

The Committee thereupon

 

RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.

 

Following the adjournment the Committee reconvened to advise of its decision.

 

FURTHER RESOLVED that, in line with the Council’s guidelines, the application submitted by Mr David William Squire to renew his Hackney Carriage/Private Hire Dual Driver’s Licence be granted and that his licence be suspended for a period of 14 days.

 

Reasons

The Committee, having regard to the evidence presented, believed that the applicant was a fit and proper person to hold a licence, but that reasonable cause existed to suspend that licence for a period of 14 days.

Minutes:

UNANIMOUSLY RESOLVED that the minutes of the meeting of the Licensing Committee held on the 28th July, 2016 be signed as a correct record.
