MR THOMAS JAMES - HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE PDF 119 KB Minutes: (Note: Councillor T. Bowen left the Council Chamber during the determination of this item by the Committee).
The Committee were advised that Mr Thomas James of 62 Glyncoed Terrace, Llanelli, was a licensed Hackney Carriage/Private Hire Dual Driver with the authority and that an issue had arisen with regard to his licence.
The Committee interviewed Mr James with regard to that issue. The Committee also invited the complainants to comment on the evidence received.
The Public Health Services Manager recommended that Mr James’s Hackney Carriage/Private Hire Dual Drivers Licence be suspended for 7 days.
The Committee thereupon:
RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.
Following the adjournment the Committee reconvened to advise of its decision.
UNANIMOUSLY RESOLVED that, in line with the Council’s guidelines, Mr Thomas James be issued with a final warning as to his future conduct.
Reasons: On the evidence presented, the Committee finds that:
(1) Mr James was informed that a wheelchair would need to go in the boot of the taxi, when the booking was made. (2) Mr James had a bad back which restricted his ability to lift the wheelchair into the boot. (3) Mr James did assist the complainant to slide the wheelchair into the boot and was able to remove it at the end of the journey unaided. (4) That knowing a wheelchair was involved, Mr James should have sent another taxi to collect the complainant. His failure to do so caused unnecessary embarrassment to the complainant. (5) That although Mr James provided reliable evidence in light of his own health issues, his failure to send another taxi is good reason to give him a final warning in this case.

Minutes: The Committee considered an application from Mr Maurice Alan Crayford of 2 Heol Arfryn, Carmarthen to renew his Hackney Carriage/Private Hire Dual Drivers Licence.
The Committee interviewed Mr Crayford with regard to his application.
The Public Health Service Manager recommended that Mr Crayford’s application be granted with a warning as to his future conduct.
UNANIMOUSLY RESOLVED that in line with the Council’s guidelines, the application submitted by Mr Maurice Crayford for the renewal of his Hackney Carriage/Private Hire Dual Driver’s Licence be granted and that he be issued with a warning as to his future conduct. |

MR LEYTON GEORGE CARVER - HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE PDF 120 KB Minutes: The Committee was informed that Mr Leyton George Carver of Milton Banc Bungalow, Colonel Road, Betwas, Ammanford, was a licensed Hackney Carriage/Private Hire Dual Driver with the authority and that an issue had arisen with regard his licence.
The Committee interviewed Mr Carver with regard to that issue.
The Public Services Manager recommended that Mr Carver be issued with a final warning as to his future conduct.
UNANIMOUSLY RESOLVED that in line with the Council’s guidelines that Mr Leyton Carver be issued with a final warning as to his future conduct. |

Minutes: The Committee considered an application from Mr Michael McKenzie Owen of Knoll, Meidrim, Carmarthen, for the grant of a Hackney Carriage/Private Hire Dual Drivers Licence.
The Committee interviewed Mr Owen with regard to his application.
The Public Health Services Manager recommended that Mr Owen’s application be granted.
UNANIMOUSLY RESOLVED that in line with the Council’s guidelines, the application submitted by Mr Michael Owen for the grant of a Hackney Carriage/Private Hire Dual Drivers Licence be granted. |

Minutes: The Committee considered an application from Mr Umaar Bin Hameed of 34 Parc y Delyn, Carmarthen, for the grant of a Hackney Carriage/Private Hire Dual Drivers Licence.
The Committee interviewed Mr Hameed with regard his application.
The Public Health Services Manager recommended that Mr Hameed’s application be granted with a warning as to his future conduct.
UNANIMOUSLY RESOLVED that in line with the Council’s guidelines, the application submitted by Mr Umaar Bin Hameed for the grant of a Hackney Carriage/Private Hire Dual Drivers Licence be granted with a warning as to his future conduct. |

Minutes: The Committee considered an application from Mr Christopher Owen of Tanybryn, Llanllwni, Pencader for the grant of a Hackney Carriage/Private Hire Dual Drivers Licence.
The Committee were advised that Mr Owen was unable to attend today’s meeting as he was away on holiday and had requested that the application be heard in his absence.
The Committee requested to hear from Mr Owen in person and for the application to be deferred.
RESOVLED that the application of Mr Christopher Owen for the grant of a Hackney Carriage/Private Hire Dual Drivers Licence be deferred to the next meeting of the Committee. |

The Committee interviewed Mr Mathias with regard to his application.
The Public Health Services Manager recommended that Mr Mathias’s application be refused.
The Committee thereupon:
