[Note: Councillor T. Bowen left the Council Chamber during the determination of this item by the Committee].

 

The Committee considered an application from Mr Stephen Bowen of Cofia Cabs, 10 Heol Beili Glas, Llanelli, for the grant of an exemption from Condition 5a and 5b of the Council’s License Conditions for Private Hire Vehicles.

 

The Committee interviewed Mr Bowen with regards his application.

 

The Senior Licensing Officer recommended Mr Bowen’s application be granted.

 

UNANIMOUSLY RESOLVED that in line with the Council’s guidelines, the application submitted by Mr Bowen for an exemption from Condition 5a and 5b of the Council’s Licence Conditions for Private Hire Vehicles be granted.

MRS MARY ANN COLLINS - HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE pdf icon PDF 120 KB

The Committee was reminded that consideration of this application was deferred at the meeting held on 20th February 2017 (minute 3 refers) as the applicant failed to attend.

 

The Committee was informed that Mrs Collins of Ffynnonau-Gleision, Boncath was a licensed hackney carriage/private hire dual driver with the authority and that an issue had arisen with regard her licence. The Committee interviewed Mrs Collins with regard to that issue.

 

The Senior Licensing Officer recommended that Mrs Collins be issued with a warning to her future conduct.

 

UNANIMOUSLY RESOLVED that in line with the Council’s guidelines that Mrs Mary Collins be issued with a warning to her future conduct.

5.

MR EDRYD MORGAN VAUGHAN - APPLICATION FOR THE GRANT OF A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE pdf icon PDF 120 KB

Minutes:

The Committee considered an application from Mr Edryd Vaughan of Trehelig, Station Road, Llangadog for the grant of a Hackney Carriage/Private Dual Drivers Licence.

 

The Committee interviewed Mr Vaughan with regard his application.

 

The Senior Licensing Officer recommended that Mr Vaughan’s application be granted with a warning as to his future conduct.

 

UNANIMOUSLY RESOLVED that in line with the Council’s guidelines, the application submitted by Mr Edryd Vaughan for the grant of a Hackney Carriage/Private Dual Drivers Licence be granted with a warning as to his future conduct.

The Committee considered an application from Mr Darren Knights of 46 Quay Street, Ammanford, for the grant of a Hackney Carriage/Private Hire Dual Drivers licence.

 

The Committee interviewed Mr Knights with regard his application.

 

The Senior Licensing Officer recommended that Mr Knights’ application be granted with a warning as to his future conduct.

 

UNANIMOUSLY RESOLVED that in line with the Council’s guidelines, the application submitted by Mr Darren Knights for the grant of a Hackney Carriage/Private Hire Dual Drivers Licence be granted with a warning as to his future conduct.

MR PAUL STUART GRIFFITHS WILLIAMS - HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE pdf icon PDF 120 KB

The Committee was informed that Mr Paul Stuart Griffiths Williams was not present and had not contacted officers to advise them of his intentions.

 

RESOLVED that consideration of Mr Paul Stuart Griffiths Williams’ future conduct be deferred to the next meeting of the Committee.

8.

MR RAYMOND ARTHUR TREVETT - APPLICATION FOR THE GRANT OF A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE pdf icon PDF 120 KB

The Committee considered an application from Mr Raymond Arthur Trevett of Lord Rhys, 1 College View, Llandovery, for the grant of a Hackney Carriage/Private Hire Dual Drivers Licence.

 

The Committee interviewed Mr Trevett with regard his application.

 

The Public Health Services Manager recommended that Mr Trevett’s application be refused.

 

The Committee thereupon:

 

RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.

 

Following the adjournment the Committee reconvened to advise of its decision.

 

RESOLVED, in line with the Council’s guidelines that the application submitted byMr Raymond Trevett for the grant of a Hackney Carriage/private Hire Dual Drivers Licence be refused.

 

Reasons:

Having considered all the evidence presented, the applicant’s answers to the Committee and the facts admitted by him, the Committee finds that the applicant was not a fit and proper person to hold a licence.

MR STEVEN JAMES GREGORY - APPLICATION FOR THE GRANT OF A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE pdf icon PDF 120 KB

Minutes:

The Committee was advised that the application for the grant of a Hackney Carriage/Private Hire Dual Drivers Licence submitted by Mr Steven James Gregory had been withdrawn.

 

UNANIMOUSLY RESOLVED that the withdrawal be noted.
