Additional documents: Minutes: UNANIMOUSLY RESOLVED that the minutes of the meeting of the Licensing Committee held on the 21st October, 2020 be signed as a correct record.

EXCLUSION OF THE PUBLIC THE REPORTS RELATING TO THE FOLLOWING ITEMS ARE NOT FOR PUBLICATION AS THEY CONTAIN EXEMPT INFORMATION AS DEFINED IN PARAGRAPH 12 OF PART 4 OF SCHEDULE 12A TO THE LOCAL GOVERNMENT ACT 1972 AS AMENDED BY THE LOCAL GOVERNMENT (ACCESS TO INFORMATION) (VARIATION) (WALES) ORDER 2007 AS IT CONTAINS INFORMATION RELATING TO A PARTICULAR INDIVIDUAL.
IF, FOLLOWING THE APPLICATION OF THE PUBLIC INTEREST TEST, THE COMMITTEE RESOLVES PURSUANT TO THE ACT TO CONSIDER THESE ITEMS IN PRIVATE, THE PUBLIC WILL BE EXCLUDED FROM THE MEETING DURING SUCH CONSIDERATION. Additional documents: Minutes: RESOLVED, pursuant to the Local Government Act 1972, as amended by the Local Government (Access to Information) (Variation) (Wales) Order 2007, that the public be excluded from the meeting during consideration of the following items as the reports contained exempt information as defined in paragraph 12 of Part 4 of Schedule 12A to the Act.

MR DAVID SIMON WILLIAMS HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE Minutes: The Committee was informed that Mr David Simon Williams of 44 Pemberton Street, Llanelli is currently a licensed hackney carriage/private hire dual driver with this Authority and that an issue had arisen with his licence.
The Committee interviewed Mr Williams with regard to the issue.
The Senior Licensing Officer recommended that Mr Williams be issued with a warning as to his future conduct.
UNANIMOUSLY RESOLVED that in line with the Council’s guidelines, Mr David Simon Williams be issued with a warning as to his future conduct.
Reason On the evidence presented to the Committee, the Committee was satisfied that the facts presented did not warrant a suspension or revocation of the licence, but that a warning should be given.

MR PAUL ANTHONY DAVIES APPLICATION FOR THE GRANT OF A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE Minutes: The Committee considered an application from Mr Paul Anthony Davies of 14B Murray Street, Llanelli for the grant of a hackney carriage/private hire dual drivers licence.
The Committee interviewed Mr Davies with regard to his application and issues raised by the Senior Licencing Officer.
The Senior Licensing Officer recommended that Mr Davies’ application be refused.
UNANIMOUSLY RESOLVED that the application submitted by Mr Paul Anthony Davies for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be refused.
Reason On the evidence presented to the Committee, the Committee was satisfied that the applicant was NOT a fit and proper person to hold a licence.

MR GAVIN JAMES ORAM APPLICATION TO RENEW A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE Minutes: (NOTE: Having earlier declared an interest in this item, Councillor E. Thomas left the meeting and therefore was not present during its consideration by the Committee. This item was presided by Vice Chair, Councillor D.E. Williams.)
Mr Oram, due to work commitments was unable to attend the meeting and asked that the Committee proceed with the consideration of the application in his absence.
The Committee considered an application from Mr Gavin James Oram of Kennel Cottage, Kings Lodge, Llandeilo to renew his hackney carriage/private hire dual drivers licence and the issues raised by the Senior Licencing Officer.
The Senior Licensing Officer recommended that Mr Oram’s application be granted with a warning as to his future conduct.
RESOLVED that the application submitted by Mr Gavin James Oram for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a warning as to his future conduct.
Reason On the evidence presented to the Committee, the Committee was satisfied that Mr Oram was a fit and proper person to hold a licence
