THE REPORTS RELATING TO THE FOLLOWING ITEMS ARE NOT FOR PUBLICATION AS THEY CONTAIN EXEMPT INFORMATION AS DEFINED IN PARAGRAPH 12 OF PART 4 OF SCHEDULE 12A TO THE LOCAL GOVERNMENT ACT 1972 AS AMENDED BY THE LOCAL GOVERNMENT (ACCESS TO INFORMATION) (VARIATION) (WALES) ORDER 2007 AS THEY CONTAIN INFORMATION RELATING TO A PARTICULAR INDIVIDUAL.
IF, FOLLOWING THE APPLICATION OF THE PUBLIC INTEREST TEST, THE COMMITTEE RESOLVES PURSUANT TO THE ACT TO CONSIDER THESE ITEMS IN PRIVATE, THE PUBLIC WILL BE EXCLUDED FROM THE MEETING DURING SUCH CONSIDERATION. MR. CALLUM ANTHONY STUART MEADOWS-WILLIAMS HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE. Additional documents: Minutes: The Committee was informed that Mr Callum Anthony Stuart Meadows-Williams of "Fairholme", North Road, Whitland was a licensed hackney carriage/private hire dual driver with this authority.
The Senior Licensing Officer informed the Committee members of the issues that had arisen in respect of his licence.
The Committee interviewed Mr Meadows-Williams with regard to the issues raised by the Senior Licensing Officer.
The Senior Licensing Officer recommended that Mr Meadows-Williams be issued with a warning as to his future conduct.
The Committee thereupon:
UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.
Following the adjournment, the Committee reconvened to advise of its decision.
UNANIMOUSLY RESOLVED that, in line with the Council’s guidelines, Mr Callum Anthony Stuart Meadows-Williams be issued with a warning as to his future conduct.
Reason
On the evidence presented the Committee was satisfied that the applicant was a fit and proper person to hold a licence. |

MR. HYWEL DOUGLAS PRICE THOMAS APPLICATION FOR A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE. Additional documents: Minutes: The Committee considered an application from Mr Hywel Douglas Price Thomas of Flat 27 Hafan y Morfa, Llanelli to renew his hackney carriage/private hire dual driver’s licence.
The Senior Licensing Officer informed the Committee members of the issues that had arisen in respect of his license.
The Committee interviewed Mr Thomas’ and his representative with regard to the application and the issues raised by the Senior Licensing Officer.
The Senior Licensing Officer recommended that Mr Thomas’ application be granted with a final warning as to his future conduct.
The Committee thereupon
UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.
Following the adjournment, the Committee reconvened to advise of its decision.
RESOLVED that the application submitted by Mr Hywel Douglas Price Thomasfor the renewal of a Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a final warning as to his future conduct.
Reason
On the evidence presented the Committee was satisfied that the applicant was a fit and proper person to hold a licence. |

MR. COREY JAY OSBORNE HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE. Additional documents: Minutes: The Committee was advised that following submission of the information required as part of the Authority’s governance processes, the application had been withdrawn.
UNANIMOUSLY RESOLVED that the withdrawal be noted. |

MR. LEE CAINES HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE. Additional documents: Minutes: The Committee was informed that Mr Lee Caines of 126 Heol-y-Gors, Cwmgors, Ammanford was a licensed hackney carriage/private hire dual driver with this authority.
The Senior Licensing Officer informed the Committee members of the issues that had arisen in respect of his licence.
The Senior Licensing Officer recommended that Mr Caines’ Hackney Carriage/Private Hire Dual Drivers Licence be revoked.
The Committee thereupon:
UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.
Following the adjournment, the Committee reconvened to advise of its decision.
UNANIMOUSLY RESOLVED that, in line with the Officer’s recommendations, Mr Lee Caines’ Hackney Carriage/Private Hire Dual Drivers Licence be revoked.
Reason:
On the facts presented, the Committee could not be satisfied that the applicant was a fit and proper person to hold a licence. Accordingly, the Committee concluded that there was reasonable cause to revoke the licence.

MR. THOMAS RICHARD ROWCLIFFE HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE. Additional documents: Minutes: The Committee was advised that following publication of the meeting documentation, the applicant had surrendered his hackney carriage/private hire dual driver licence with the Authority. Accordingly, the application had been withdrawn.
UNANIMOUSLY RESOLVED that the withdrawal be noted. |
