THE REPORTS RELATING TO THE FOLLOWING ITEMS ARE NOT FOR PUBLICATION AS THEY CONTAIN EXEMPT INFORMATION AS DEFINED IN PARAGRAPH 12 OF PART 4 OF SCHEDULE 12A TO THE LOCAL GOVERNMENT ACT 1972 AS AMENDED BY THE LOCAL GOVERNMENT (ACCESS TO INFORMATION) (VARIATION) (WALES) ORDER 2007 AS THEY CONTAIN INFORMATION RELATING TO A PARTICULAR INDIVIDUAL.

 

IF, FOLLOWING THE APPLICATION OF THE PUBLIC INTEREST TEST, THE COMMITTEE RESOLVES PURSUANT TO THE ACT TO CONSIDER THESE ITEMS IN PRIVATE, THE PUBLIC WILL BE EXCLUDED FROM THE MEETING DURING SUCH CONSIDERATION.

RESOLVED, pursuant to the Local Government Act 1972, as amended by the Local Government (Access to Information) (Variation) (Wales) Order 2007, that the public be excluded from the meeting during consideration of the following items as the reports contained exempt information as defined in paragraph 12 of Part 4 of Schedule 12A to the Act.

MR RICHARD DENNIS THOMAS - APPLICATION FOR A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE

Minutes:

The Committee considered an application from Mr Richard Dennis Thomas of 9 Bryn Gwdig, Burry Port for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.

 

The Committee interviewed Mr Thomas with regard to his application.

 

The Senior Licensing Officer recommended that Mr Thomas’ application be granted with a warning as to his future conduct.

 

UNANIMOUSLY RESOLVED that the application submitted by Mr Richard Dennis Thomas for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be granted with a warning as to his future conduct.

7.

MR JASON ROBERT HUGHES - HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE

Minutes:

The Committee was informed that Mr Jason Robert Hughes of 46 Cwmamman Road, Garnant is a licensed Hackney Carriage/Private Hire Dual driver with the authority.  The Senior Licensing Officer informed the Committee of the circumstances that had arisen in relation to Mr Hughes’ licence.

 

The Committee interviewed Mr Hughes with regard to the issues raised by the Senior Licensing Officer. 

 

The Senior Licensing Officer recommended that Mr Hughes be issued with a warning as to his future conduct.

 

UNANIMOUSLY RESOLVED that Mr Hughes be issued with a warning as to his future conduct.

8.

MR LEE JENKINS - HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE

The Committee was reminded that at its meeting held on the 18th April, 2024 a report relating to Mr Lee Jenkins of 89 James Street, Llanelli, a licensed Hackney Carriage/Private Hire Dual Driver with the Authority, had been withdrawn in order for further information to be obtained concerning an occurrence since the item had been placed on the agenda for that meeting. The Senior Licensing Officer informed the Committee of the circumstances that had arisen in relation to Mr Jenkins’ licence.

 

The Committee interviewed Mr Jenkins with regard to the issues raised by the Senior Licensing Officer. 

 

The Senior Licensing Officer recommended that Mr Jenkins be issued with a final warning as to his future conduct.

 

The Committee thereupon

 

UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.

 

RESOLVED that Mr Jenkins be issued with a final warning as to his future conduct.

9.

MR DANIEL THOMAS LESLIE GRIFFITHS - APPLICATION FOR A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE

The Committee considered an application from Mr Daniel Thomas Leslie Griffiths of 19 Maes y Dderwen, Llangennech, Llanelli for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.

 

The Committee interviewed Mr Griffiths with regard to his application and the issues raised by the Senior Licencing Officer.

 

The Senior Licensing Officer recommended that Mr Griffiths’ application be refused.

 

The Committee thereupon:

 

UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.

 

Following the adjournment, the Committee reconvened to advise of its decision.

 

RESOLVED that the application submitted by Mr Daniel Thomas Leslie Griffiths for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be granted.

 

Reasons:

 

On the evidence presented the Committee is satisfied that the applicant is a fit and proper person to hold a licence.

MR KHALIL JUMAA - APPLICATION FOR A HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE

The Committee considered an application from Mr Khalil Jumaa of 17 Upper William Street, Llanelli for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence.

 

The Committee interviewed Mr Jumaa with regard to his application and the issues raised by the Senior Licencing Officer.

 

The Senior Licensing Officer recommended that Mr Jumaa’s application be refused.

 

The Committee thereupon:

 

UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A of the Local Government Act 1972.

 

Following the adjournment, the Committee reconvened to advise of its decision.

 

RESOLVED that the application submitted by Mr Khalil Jumaa for the grant of a Hackney Carriage/Private Hire Dual Driver’s Licence be granted.

 

Reasons:

 

On the evidence presented the Committee is satisfied that the applicant is a fit and proper person to hold a licence.

MR DAVID RONALD MACLAGGAN-WALKER - HACKNEY CARRIAGE/PRIVATE HIRE DUAL DRIVERS LICENCE

The Senior Licencing Officer referred to the agenda item that day relating to  Mr David Ronald Maclaggen-Walker of 49 Cwmgarw Road, Upper Brynamman, Ammanford, a licensed Hackney Carriage /private hire dual driver with the authority and advised that the item had been withdrawn for the reasons disclosed at the meeting.

 

RESOLVED that the withdrawal of the agenda item relating to Mr David Ronald Maclaggen-Walkers’ Hackney Carriage/Private Hire Dual Driver’s Licence be noted.
