3.1       UNANIMOUSLY RESOLVED that the following planning application be granted subject to the conditions detailed within the Report of the Head of Planning and / or reported at the meeting:-

 

PL/02768

 

Proposed charging facility for 8no. electric buses and a small single storey welfare / office building for the drivers with associated parking for their vehicles at Carmarthen park and ride, Llysonnen Road.

 

3.2       DNS/00709 - (PEDW Ref: DNS/3260565) -Proposed ground-mounted solar farm, capacity of circa 36 MW over 65 hectares of land with a lifespan of up to 40 years. Bryn Y Rhyd Solar Farm, Llanedi, Swansea, SA4 0FD

 

The Committee was advised that following the submission to the Welsh Government of a Developments of National Significance (DNS) for solar renewable energy scheme within Carmarthenshire at Llanedi, the Council, as a consultee, was required to produce a Local Impact Report (LIR) highlighting potential local impacts that would need to be assessed by the Welsh Government in its consideration of the application.

 

Whilst the LIR would be completed by the (Interim) Head of Place and Sustainability, for which delegated authority was required, the Committee was informed it could make its own observations to Welsh Government.  Those would be noted in the minutes of this meeting prior to submission to Welsh Government.

 

The Committee thereupon received a report and slide presentation, including drone footage of the location detailed in application reference DNS/00709.

 

UNANIMOUSLY RESOLVED

3.2.1

To note the information report on application DNS/00709.

3.2.2

That delegated authority be granted to the (Interim) Head of Place and Sustainability to submit a Local Impact Report to the Welsh Government.

3.2.3

That the Committee submit the following representation to the Welsh Government:-

 

1.    That any approval of planning application DNS/00709 (PEDW Reference 3260565) should contain a condition for the provision of a detailed and robust de-commissioning plan:-

a.    Providing assurance of the safe removal/treatment/disposal of the solar panels to prevent any leakage and subsequent ground contamination.  The plan should be reviewed and updated approximately 5 years prior to the end of life of the application.  This is to ensure that the land is protected for future generations.

 

b.    Confirmation to be sought that adequate provision / bond is in place for responsible decommissioning of the site.

 

2.    The Authority notes that while it is outside of their remit, the Authority supports applications for community benefit payments from community council areas affected by the proposed development.  The applicant should support clean energy projects in the area affected by the proposed development.

 

3.    The Authority seeks further information regarding the long term impact the proposed development may have on productive agricultural land.

 

4.    The impact of panels on biodiversity is questioned, with particular concern over the habitat and food source of Marsh Fritillary butterflies within the section of the site within the Caeau Mynydd Mawr SPG area.
