3.2   RESOLVED that the following planning application be deferred to enable the Committee to undertake a site visit:

Construction and operation of inert waste recycling facility, waste processing and associated works to include the construction of a screening bund at Cilyrychen Quarry, Llandybie, Ammanford, SA18 3JE

 

Representations were received objecting to the application re-iterating the objection points detailed within the Head of Place and Sustainability’s written report which included;

 

·       The impact of additional lorry traffic to and from the site on the local highway network and communities in relation to noise, dust, air pollution, mud on the highway and shed material from improperly secured loads

·       the local school in Llandybie is located 100m from the A483 as it passes through Llandybie and the school crossing is at a narrow pinch point

·       lack of a public footpath on either side of the A483 from the edge of the village to the entrance roadway to Cilyrchen

·       Neither a traffic survey or pollution monitoring had been undertaken by the applicant, or planners

·       It had been calculated that based on traffic levels when the quarry was operational some 70 skip lorries arrived full and left empty every day combined with 70 tipper lorries arriving empty and leaving fully laden equating to a HGV movement every 2 minutes

·       Impact of the proposal on the flora and fauna in the quarry

·       Impact on the nearby Turlough (the only one identified in the UK) and the Oligotrophic lake in the quarry

·       The proposal conflicts with TAN 21 where it states “authorities should consider suitable locations for ‘urban quarries’. It was contended Cilyrychen was not one of those locations.
