RESOLVED that the following planning application be granted subject to the conditions detailed within the Report/Addendum of the Head of Place and Sustainability and or reported at the meeting:-

Proposed residential development, access road and associated infrastructure on land at Parc Pencrug and associated drainage works at Land at Parc Pencrug and Maes y Farchnad, Llandeilo

 

The Senior Development Management Officer referred to the private site visit undertaken by the Committee earlier that day (minute 3.2 of the Planning Committee held on the 11th March 2025, refers), the purpose of which was to enable the Committee to view the site in light of the concerns raised in relation to traffic generation and connectivity.  In addition, a Site Visit would enable the Committee to undertake an assessment of the application having regard to the site’s context and topography.

 

She referred, with the aid of PowerPoint slides, to the written report of the Head of Place and Sustainabilitywhich provided an appraisal of the site together with a description of the proposal, a summary of consultation responses received and information relating to the local and national policies relevant to the assessment of the application.

 

The Committee was advised that the Head of Place and Sustainabilitywas recommending approval of the application for the reasons detailed within the written report.

 

A representation was received objecting to the application which re-iterated the points detailed within the Head of Place and Sustainability’s report with specific reference to the issues regarding traffic and transport and the lack of consultation.

 

In addition, a representation was received from the local member objecting to the application on the basis that it was considered that there was alack of connectivity to the town, shops and school through the proposed access through the existing Parc Pencrug estate which was far from suitable.  The impact of the development in terms of design, layout, placemaking and the creation of retaining features to respond to the site’s topography. Reference was made to the concerns raised by the Design Commission for Wales and the level of concerns expressed by local residents; and lack of adequate consultation / interaction with the developers.

 

The Applicant and the Senior Development Management Officer responded to the points raised.
