A change of use proposal to Class C3 for the conversion of 7 new residential flats at Chapel, Norton Road, Penygroes, Llanelli

[Note: During consideration of this item Councillor. S. Allen declared that the applicant may be known to her and left the Chamber immediately.]

A representation was received from the Local Member in support of the application re-iterating the points detailed within the Head of Place and Sustainability’s report and included:

·         That the building would fall into disrepair if nothing was done.

·         The application would provide needed housing for the area.

·         Advised that parking would not be an issue and that access to the cemetery would be maintained although acknowledged that residents were concerned.

The Senior Development Management Officer responded to the points raised.

Representations were received objecting to the application re-iterating the points detailed within the Head of Place and Sustainability’s report and included:

·         Potential pollution impact on the local environment

·         Pollution of local private water supplies

·         Risk of slurry spillage and damage to the highway due to increased vehicle movement

·         Negative impact on nearby properties due to ammonia emissions

The applicant’s agent and Senior Development Management Officer responded to the issues raised.
