Following a verbal request made by the Environmental Health Practitioner on behalf of the Pollution Team to adjourn the meeting for 30 minutes to allow information provided on behalf of the applicant, Parkdean Caravan Parks Limited, over the last 12 hours to be clarified, with there being no objections from the other parties to this request, the Sub-Committee thereupon:

 

UNANIMOUSLY RESOLVED to adjourn the meeting for 30 minutes to enable the representatives of the responsible authority to seek such clarification from the applicant.


 

Following the adjournment and prior to the consideration of the application, the Chair invited the Licensing Lead to verbally inform all present of the outcome of the discussion, which the Licensing Lead informed had resulted in the applicant having made amendments to the application as follows:-

 

·       Removal of the outdoor areas from the application plans.

 

·       Removal of the request to extend Plays, Films, Live Music, Recorded Music and Performance of Dance to outdoors.

 

The Applicant’s representative in attendance confirmed the abovementioned amendments to the application.

 

The Council’s Solicitor briefed all present on the procedure for the meeting.

 

The Sub Committee noted the amended application together with the following documentation which was attached to the report:-

 

Appendix A – Copy of the original application;

Appendix B – Copy of the current Premises Licence;

Appendix C – Licensing Authority representations;

Appendix D – Environmental Health representations;

Appendix E – Other representations.

 

The Licensing Authority representative referred to the representations detailed within Appendix C to the report making reference to the application as amended. The Members and all parties were afforded the opportunity of questioning the Licensing Authority representative on his representations made.

 

The Environmental Health Practitioner on behalf of the Pollution Team who had made representations detailed within Appendix D to the report confirmed that his objection was removed in light of the amendments to the application. The Members and all parties were afforded the opportunity of questioning the Pollution Team representative.

 

Several objectors were in attendance and objectors referred to the information detailed in Appendix E of the report, making reference to the application as amended. The Members and all parties were afforded the opportunity of questioning the objectors on the representations made.

 

The Applicant’s representative referred to the application as amended, plus a proposed condition that no boxing will place on the premises.

 

In addition to the application as amended, and in order to assist with future communication with local residents, the applicant’s representative indicated that the applicant would:

 

1)    Make Pendine Community Council aware when the applicant issues a Temporary Event Notice

2)    Provide Pendine Community Council with a contact telephone number for the security office on site.

 

The Members and all parties present were afforded the opportunity of questioning the applicant’s representative.

 

The Sub-Committee thereupon

 

UNANIMOUSLY RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A to the Local Government Act.
