The Executive Board Member considered a report which provided an explanation of the overpayment of water charges by current and former tenants at Ty’r Gelli Sheltered Scheme, Llanelli.

The Executive Board Member noted that a review of Welsh Water charges within the council’s sheltered schemes revealed that Welsh Water had incorrectly charged the Council for the water supply at Ty’r Gelli from 1^st April 2010 to 31^st March 2017.  These charges were used to calculate the weekly water charges for tenants at the scheme.

The Housing Services Manager stated that amended charges for the identified period had been received which had resulted in a large number of tenants being entitled to a refund.  The calculated refund was a total of £33,086.42 which would provide an average refund of £973.13 per tenant.

Furthermore, the Housing Services Manager emphasised that current tenants and former tenants would be refunded immediately by utilising a payment method of their choice. In addition, should the former tenant be deceased the money would be repaid to the outstanding estate.

In response to a query by the Executive Board Member, the Housing Services Manager stated that he was confident that this had not occurred at any other location and provided reassurance that steps would be taken in order to prevent a repeat occurrence.

RESOLVED to refund the overpaid water charges to current and former tenants at Ty’r Gelli.

RESOLVED that the decision record of the meeting held on 7^th September, 2017 be signed as a correct record.
