The Executive Board Member was advised that at the Executive Board Member Meeting held on the 27th November 2015 approval had been granted for the making of a Prohibition of Driving Order along the Byway Open To all Traffic (BOAT) No 57/74 St Illityd’s Walk, Burry Port to Penymynydd subject to an exemption to allow pedestrians, horses, cyclists and residents to travel along the route but, specifically excluding motorcycles. Subsequent to that decision, the proposal to make the Order was published on the 26th October, 2016 and a number of objections were received thereto, as detailed in appendix 3 to the report together with the Department’s responses. Following consideration of those objections, the Department was recommending that they be noted, but that in the interests of road safety, the Order, as published, be introduced and the objectors be informed accordingly.

 

RESOLVED that the objections received to the proposed Prohibition of Driving Order along the BOAT no. 57/74 be noted, but that the Traffic Regulation Order, as published, be introduced to aid road safety along the Byway and the objectors be informed accordingly.

The Executive Board Member considered a report on the Council’s proposals to make an Order varying the County of Carmarthenshire (with the exception of Carmarthen, Llanelli and Ammanford) (Waiting Restriction and Street Parking Places) Consolidation (Variation No. 22) Order 2015 so as to include various new restrictions along a number of highways within Carmarthenshire, as detailed within the report.

 

It was reported that whilst no objections had been received to the proposals from the statutory consultees, a number of representations had been received from the public, as detailed within Appendix 3 to the report together with the Department’s responses thereto.

 

RESOLVED that the objections received to the proposed variation to the County of Carmarthenshire (with the exception of Carmarthen, Llanelli and Ammanford) (Waiting Restriction and Street Parking Places) Consolidation (Variation No. 22) Order 2015 be noted, but that the Traffic Order be confirmed and the objectors be informed accordingly.

The Executive Board Member considered a report on the Council’s proposals to make an Order varying the County of Carmarthenshire (Carmarthen) (Waiting Restriction and Street Parking Places) Consolidation (Variation No. 16) Order 2016 in respect of proposals to introduce parking restrictions on The Quay, Carmarthen.

 

It was reported that whilst no objections had been received to the proposals from the statutory consultees, two representations had been received from the public, as detailed within Appendix 3 to the report together with the Department’s responses thereto.

 

RESOLVED that the objections received to the proposed variation to the County of Carmarthenshire (Carmarthen) (Waiting Restriction and Street Parking Places) Consolidation (Variation No. 16) Order 2016 be noted, but that the Traffic Order be confirmed, as detailed in Appendix 1 to the report subject to the amendments thereto detailed in paragraphs 4.3 and 4.4, and the objectors be informed accordingly.

OBJECTION TO THE PROPOSED INTRODUCTION OF ROUND TOP HUMPS AT FOLLAND ROAD - CWMAMAN. pdf icon PDF 184 KB

The Executive Board Member considered a report on proposals for the introduction of round top humps at Folland Road, Cwmaman near the entrance to the Amman Valley Hospital.

 

The Road Safety & Traffic Manager reported that following publication of the proposals, and as a result of objections received together with subsequent site visits undertaken, consideration had been given to the following two options to achieve a reduction in traffic speeds along Folland Road, with the Department recommending Option 2 to compliment the new footway being built as part of the Safe Routes Scheme:-

 

Option 1 – To proceed with installing the two road humps on Folland Road, as detailed in the report

 

Option 2  - To install vehicle activated signs in the same location as the proposed road humps to warn drivers of pedestrians potentially being in the road.

 

The Road Safety and Traffic Manager advised that if Option 2 were to be approved, monitoring would be undertaken of its introduction and its impact on speed reduction and road safety. If it subsequently transpired their introduction was not achieving the desired results, the proposals would be referred back to the multi agency Speed Management Group for further consideration

 

RESOLVED that in order to progress the Safe Routes Scheme, Option 2 above be adopted and Vehicle Activated signs be installed on Folland Road, Cwmamman at the locations detailed in the report.
