RESOLVED that the decision record of the meeting held on the12th May 2016 be signed as a correct record.

The Executive Board Member considered the following:

·      A report on the covert surveillance activity undertaken by the authority in 2015/2016;

·      A report by the Office of the Surveillance Commissioner following an inspection in April 2016;

It was noted that the Surveillance Commissioner’s only recommendation related to RIPA training which was being addressed. His report also suggested certain changes to the Council’s covert surveillance procedures and the Executive Board Member considered a revised document incorporating those changes.

With regard to the low level of surveillance activity it was proposed to cease quarterly reporting and instead inform the relevant EBM if an authorisation was granted together with an annual report summarising all such activity.

RESOLVED that the reports be noted and the proposed changes in the Council’s Covert Surveillance Procedures be endorsed.
