DOMESTIC ABUSE PREVENTATIVE PROGRAMME FOR SECONDARY SCHOOLS PDF 177 KB Minutes: The Executive Board Member considered a report on the contribution to the ‘Safety, Trust and Respect’ (STAR) programme to be rolled out in secondary schools in the area.
It was outlined that tackling domestic abuse and sexual violence was a priority for the Public Service Board’s Fair and Safe Communities group. A range of approaches were taken by partner organisations to address this crime including prevention, the provision of support and information and enforcement against perpetrators. The STAR programme had been identified as a good preventative approach, which would build upon work undertaken in secondary schools.
In response to a query from the Executive Board Member it was confirmed that partner organisations were supportive of the programme and it was not duplicating work that was already being undertaken.
RESOLVED to approve a £6,750 contribution to the resource packs, costing £13,500, needed to deliver the STAR programme. The Education and Children’s Services Department will match fund this amount. |

DOMESTIC ABUSE SERVICES GRANT 2017/18 FROM WELSH GOVERNMENT PDF 180 KB Minutes: The Executive Board Member considered a report on the allocation of the funding to support strategic co-ordination, Independent Domestic Abuse Advisor (IDVA) provision and direct service commissioning.
It was noted that Welsh Government confirmed mid-December that 2017/18 was considered to be a further transitional year with funding continuing to be allocated to Local Authorities prior to a regional funding approach being introduced from April 2018. Following a request from Welsh Government to submit a delivery plan the Council had confirmed its proposed use of the Domestic Abuse Services Grant. This was based on the assumption that the same level of funding would be received as in 2016/17, as advised by the Welsh Government.
The Community Safety Manager explained that the proposed continuation with the current service provider had to be approved through an exception report by the Director of Corporate Services and the Head of Administration and Law.
The Executive Board Member queried if the area had the right level of IDVAs and it was explained that there was a slight shortfall but they were close to the amount identified. It was requested that it was checked that the Population Needs Assessment accurately reflected this.
The monitoring arrangements for the projects were outlined and it was confirmed that the projects were delivering good outcomes.
RESOLVED:
3.1 to note the Council’s proposals to continue to fund the two currently funded projects, the Domestic Abuse Co-ordinator role and the Independent Domestic Violence Advisor (IDVA) service. Confirmation of the allocation is awaited and the delivery plan is based on the same level of funding continuing £112,750.
3.2 to continue with the current service provider, Hafan Cymru, for this year, prior to a regional commissioning approach being undertaken from 2018. This is subject of an exception report which has been approved by the Director of Corporate Services and the Head of Administration and Law. |
