POLICE AND CRIME COMMISSIONERS ANNUAL REPORT Additional documents: Minutes: [NOTE: Councillor S. Hancock had earlier declared an interest in this item.]
The Panel considered the 2021-2022 Annual Report of the Police and Crime Commissioner.
The Panel welcomed the user-friendly report and raised the following:
v In response to a query the Commissioner explained in more detail the progress being made to help individuals in isolation in rural communities; v The Commissioner informed the group on how the Force acts on intelligence in apprehending offenders committing County line offences; v The Commissioner agreed to look into the possibility of working in conjunction with 111option 2 calls, v It was suggested for members to work collaboratively with the Neighbourhood Policing officers in their communities, during the cost of living crisis.
The Commissioner welcomed the Panel’s comments and advised that he had noted the suggestions made.
The Chair asked the Commissioner to pass on to all his staff and police staff the Panel’s thanks and appreciation for the work they had undertaken over recent months.
RESOLVED that the annual report be received.

VIOLENCE AGAINST WOMEN, DOMESTIC ABUSE AND SEXUAL VIOLENCE (VAWDASV) Additional documents: Minutes: [NOTE: Councillor S. Hancock had earlier declared an interest in this item.]
The Panel considered a report in relation to several high-profile cases of violence against women that had occurred outside the force area. The report sets out the approach that the Commissioner and Dyfed-Powys Police are taking on this important issue.
The Police and Crime Plan for 2021-2025 includes a focus on addressing VAWDASV as a public health issue along with supporting victims, tackling perpetrators and ensuring multi-agency prevention and early intervention.
Through working with partners, the Commissioner is able to drive forward improvements and his oversight of the work within the force has helped to ensure a continual focus on achieving better outcomes for victims.
RESOLVED that the report be noted.

The Panel considered a report on decisions taken by the Commissioner between 6th January 2022 and 12th October 2022. The Commissioner advised that the report contained two decisions which had been omitted from a previous report.
In response to a query on the Women’s Pathfinder project, the Commissioner advised that he would not be taking an all-Wales approach. The project will have its own local specification.
RESOLVED that the report be noted.

The Panel received a report covering Quarter 2, 2022/23 (July-September), on the Commissioner’s performance against the powers and duties set out in the Policing Protocol.
In response to a HR query on workforce recruitment, the Commissioner advised that they do work flexibly and have an, agile, home working approach.
