HOUSEHOLD SUPPORT FUND - TACKLING FOOD POVERTY WLGA GRANT pdf icon PDF 438 KB

Minutes:

The Cabinet Member considered a report detailing the proposed establishment of an initiative to enable the authority to support an increased number of people facing food poverty. It was proposed to distribute the funding to local food banks that were helping to tackle food poverty within the county. In order to identify demand expressions of interests would be invited from local food banks, up to a maximum of £3,500, to provide support with the purchase of additional supplies of good quality food and essential goods through the Council’s existing contract with Castell Howell Foods.

 

RESOLVED to approve the delivery of the Food Poverty initiative detailed in the report.

FOLLOWING CONSIDERATION OF ALL THE CIRCUMSTANCES OF THE CASE AND FOLLOWING THE APPLICATION OF THE PUBLIC INTEREST TEST THE CABINET MEMBER MAY CONSIDER THAT THE FOLLOWING ITEMS ARE NOT FOR PUBLICATION AS THEY CONTAIN EXEMPT INFORMATION AS DEFINED IN PARAGRAPH 14 OF PART 4 OF SCHEDULE 12A TO THE LOCAL GOVERNMENT ACT, 1972 AS AMENDED BY THE LOCAL GOVERNMENT (ACCESS TO INFORMATION) (VARIATION) (WALES) ORDER 2007.

RESOLVED pursuant to The Local Government Act 1972 as amended by The Local Government (Access to Information) (Variation) (Wales) Order 2007 that the following items were not for publication as the reports contained exempt information as defined in Paragraph 14 of Part 4 of Schedule 12A to the Act.

PEBBLE & CHEESE LTD (RECLAIM OF GRANT SUPPORT)

Following the application of the public interest test it was RESOLVED, pursuant to the Act referred to in minute no. 5 above, not to publicise the content of the report as it contained exempt information relating to the financial or business affairs of any particular person (including the Authority holding that information) (Paragraph 14 of Part 4 of Schedule 12A to the Act).

 

The public interest test in this matter related to the fact that the report contained detailed information about the business and financial affairs and ambitions of the applicants. In this case, the public interest in maintaining transparency and accountability is outweighed by the public interest in maintaining confidentiality, as disclosure would be likely to place persons and businesses named in the report at an unfair disadvantage in relation to their commercial competitors.

 

The Cabinet Member considered a report detailing the options in terms of  reclaiming grant support awarded to Pebble & Cheese Ltd. [Minute 6 of the Executive Board Member Decisions Meeting for Leader held on 20th July 2017 refers] as it had been established that the business had ceased trading and had been advertised for sale on 11th March 2020 preceding the UK Government Lockdown. The report also detailed the response of the applicant following notification of the possibility of the grant having to be reclaimed.

 

RESOLVED that the matter be not pursued on the basis that the grant had been solely utilised to renovate a commercial property in need of refurbishment.
