SUPPORTING WELSH LANGUAGE IN BUSINESS AND COMMUNITY ORGANISATIONS - IAITH GWAITH pdf icon PDF 447 KB

Minutes:

The Cabinet Member considered a report detailing the proposed establishment of an initiative, Iaith Gwaith, to support businesses and community organisations to access financial support to raise the profile of the Welsh language within their organisation following on from a successful application to the UK government community renewal Fund.The maximum grant would be £3,000 with each grant award based on up to 50% of the total eligible costs.

 

RESOLVED to approve the delivery of the Iaith Gwaith initiative detailed in the report.

LLWYDDO'N LLEOL BURSARY PROGRAMME pdf icon PDF 452 KB

Minutes:

The Cabinet Member considered a report detailing the proposed establishment of an initiative, the Llwyddo’n Lleol Bursary Fund, which would offer a bursary of up to £2,000 or 80% of total project costs, whichever was the lesser amount, for prestart businesses or existing SME businesses trading for less than 12 months where the business concept had a strong Welsh or bilingual focus. Whilst the project would primarily focus on 18–30-year-olds, applications from other prestart businesses would be considered.

 

RESOLVED to approve the delivery of the Llwyddo’n Lleol Bursary Fund initiative detailed in the report.

RESOLVED pursuant to The Local Government Act 1972 as amended by The Local Government (Access to Information) (Variation) (Wales) Order 2007 that the following items were not for publication as the reports contained exempt information as defined in Paragraph 14 of Part 4 of Schedule 12A to the Act.

Following the application of the public interest test it was RESOLVED, pursuant to the Act referred to in minute no. 5 above, not to publicise the content of the report as it contained exempt information relating to the financial or business affairs of any particular person (including the Authority holding that information) (Paragraph 14 of Part 4 of Schedule 12A to the Act).

 

The public interest test in this matter related to the fact that the report contained detailed information about the business and financial affairs and ambitions of the applicants. In this case, the public interest in maintaining transparency and accountability is outweighed by the public interest in maintaining confidentiality, as disclosure would be likely to place persons and businesses named in the report at an unfair disadvantage in relation to their commercial competitors.

 

The Cabinet Member reconsidered an offer of grant for £750,000.00 from the Carmarthenshire Transformational Commercial Property Development Fund to Cambrian Pet Foods on 19th December 2019 [Minute 6 thereof refers] following delays in the original proposed scheme and changes within the company itself as detailed in the circulated report.

 

RESOLVED, in light of the above, that the grant of £750,000.00 originally awarded to Cambrian Pet Foods, Llangadog, from the Carmarthenshire Transformational Commercial Property Development Fund be reduced to £740,973.24 subject to the usual terms and conditions and those specified in the report.
