LLANELLI SHOPMOBILITY PDF 104 KB Minutes: The Cabinet Member considered a report which outlined the financial matters in relation to Llanelli Shopmobility and sought Cabinet Member approval to further support the initiative by way of a grant payment of £5000 to Llanelli Shopmobility to cover loss of income and depletion of reserves due to covid.
It was acknowledged that Shopmobility had been supported by the Council since 2011 and had generated an income from charges and fund raising, however it was mainly reliant on the Council’s financial support which included a grant of £15,236 for the 2022/23 financial year, approved by the Cabinet Member at a Decisions meeting held on 30th November 2022.
The Cabinet Member noted that Llanelli Shopmobility annual income was circa £17,236, which was under the current annual operating costs of over £20,000. In addition, the report outlined that during the covid lockdown period no grant was paid by the County Council between August 2020 and July 2021. During the financial year 2020/21 Shopmobility received a separate covid grant of £10,000 and a hire income of £601 but the outgoing expenses were £19,545. To cover the shortfall, the charity had to utilise its financial reserves with the risk that it would not be able to meet its financial debts and commitments, and maintain a minimum £8,000 in reserves which was required by its constitution.
To ensure that the operation was able to remain open to serve the Town Centre and that the Trustees who run the charity was able to meet their financial obligations, the report proposed a short-term recommendation whereby a one-off grant of £5,000 is to be paid to Llanelli Shopmobility. It was noted that the payment would be accommodated from the Community Transport budget.
Furthermore, the Cabinet Member noted the considerations in regard to the long-term solution as set out in the report.

TRAFFIC REGULATION ORDER FOR FACTORY ROAD PEMBREY ON STREET PARKING PLACES ORDER 2022 PDF 153 KB Additional documents: Minutes: The Cabinet Member considered a report detailing objections to the Council’s proposal to make a Traffic Regulation Order - The County of Carmarthenshire (Factory Road, Pembrey (on Street Parking Places) Order 2022. The purpose of the Order would be to designate a specific section of parking on Factory Road for permit holders.
It was reported that permits would be available for equestrians to purchase to enable horse boxes and horse trailers to be parked at Pembrey. A charge of £20 per year would be made for the permit which would be reviewed annually.
The location was indicated in the proposed schedule and plan appended to the report. It was reported that during the consultation period the Council’s Head of Administration and Law received three objections as provided in the report.
The Cabinet Member considered the proposal along with the objections received.
RESOLVED that:
4.1 the objections as detailed in the report be noted; 4.2 that the Traffic Regulation Order for Factory Road
