The Cabinet Member considered a report which sought approval on proposals to introduce a traffic calming scheme to include the three road humps on Pendderi Road, Bynea, where proven evidence of vehicles travelling in excess of the speed limit within an existing 30mph speed limit had been established.

 

The report outlined that Pendderi Road, Bynea had longstanding concerns from the local community regarding inappropriate vehicle speeds resulting in the submission of a petition in 2021 which included 242 signatures requesting the installation of traffic calming on Pendderi Road. In addition, it was reported that Dyfed Powys Police’s Go Safe Partnership had operated regular safety camera operations along the road and had expressed particular concerns regarding driver behaviour on Pendderi Road.

 

It was highlighted that whilst the speed limit was due to change to 20mph in September in line with the new legislation, the actual level of compliance with the current 30mph limit had been a concern and therefore it was suggested that the lower limit would not curb driver behaviour without the introduction of supporting traffic calming.

 

The Cabinet Member considered the content of the report which provided detailed information in relation to the following:-

 

·       Traffic Calming Proposal – Funding

·       Traffic Speed Surveys

·       Traffic Calming Proposal – Initial Design

·       Traffic Calming Proposal – Current Design

·       Objections

 

In considering the Traffic Calming Proposal – Initial Design, the Cabinet Member noted that the initial proposals for traffic calming had included four road hump locations, these were signified in Appendix 2 appended to the report.  As a result of the feedback received as part of the consultation, the proposals were subsequently modified in discussion with the local members and the number of proposed road humps were reduced to three to form the current proposed scheme as denoted in Appendix 1.

 

The Cabinet Member considered four objections received from three households which had been received during the statutory consultation period by the Council’s Head of Administration and Law as provided within the report together with the officer responses thereto.  The Cabinet Member was provided the opportunity to view the full copies of the objections received.

 

RESOLVED that the objections be noted and that the traffic calming scheme with the inclusion of the three road humps be introduced.
