FOLLOWING CONSIDERATION OF ALL THE CIRCUMSTANCES OF THE CASE, THE CABINET MEMBER MAY CONSIDER THAT THE FOLLOWING ITEM IS NOT FOR PUBLICATION AS IT CONTAINS EXEMPT INFORMATION AS DEFINED IN PARAGRAPH 16 OF PART 4 OF SCHEDULE 12(A) TO THE LOCAL GOVERNMENT ACT 1972, AS AMENDED BY THE LOCAL GOVERNMENT (ACCESS TO INFORMATION) (VARIATION) (WALES) ORDER 2007 AS IT RELATES TO INFORMATION IN RESPECT OF A CLAIM TO LEGAL PROFESSIONAL PRIVILAGE COULD BE MAINTAINED IN LEGAL PROCEEDINGS.

RESOLVED pursuant to the Local Government Act 1972, as amended by the Local Government (Access to Information)(Variation)(Wales) Order 2007 that the following items were not for publication as the reports contained exempt information as defined in Paragraph 14 of Part 4 of Schedule 12A to the Act.

IMPROVEMENT OF CAR PARKING IN LLANSTEFFAN

Minutes:

Following the application of the public interest test it was RESOLVED, pursuant to the Act referred to in minute no. 3 above, not to publicise the content of the report as it contained exempt information relating to information in respect of a claim to legal professional privilege could be maintained in legal proceedings (Paragraph 16 of Part 4 of Schedule 12A to the Act).

 

The Cabinet Member considered a report which sought approval on proposals to improve the car parking in Llansteffan.

 

The Cabinet Member noted that an Action Plan had been developed to address some of the issues caused by the growth in popularity of Llansteffan as a visitor destination and that the Action Plan had undergone community and stakeholder engagement with two rounds of public consultation in July and October 2022.

 

In partnership with the local community, the proposals within the Llansteffan Action Plan aimed to:

 

·       Uplift the quality and appearance.

·       Maximise the number of available parking spaces.

·       use sympathetic design and material choices.

·       Dissuade motorhomes staying overnight.

·       Introduce car parking charges with the revenue funding the investment and future maintenance and management.

·       Provide overflow parking to respond to peak seasonal demand.

 

It was further noted that the two local Members, Councillor C Jones and Councillor P. M. Hughes support the proposals to improve the car parking in Llansteffan.

 

It was reported that a grant was awarded in full with a requirement that the project be completed by the end of March 2025.

 

RESOLVED THAT AUTHORISATION BE GIVEN TO:-

 

4.1      Progress improvements to the North Green Car Park as set out within the report utilising grant funding as far as possible.

 

4.2      Enter into an agreement into with Llansteffan Community Council for the lease and future operation of the car park with terms negotiated by Officers.

 

4.3      Introduce charged for parking in the two car parks in Llansteffan as set out within the report.
