APPROVAL OF UK SPF ANCHOR PROGRAMMES AND THEMES FOR STANDALONE PROJECTS OPEN CALL PDF 175 KB Additional documents: Minutes: The Cabinet Member was reminded that the Cabinet had previously accepted the recommendation of the Regeneration Partnership on the delivery models for implementation of the UK Shared Prosperity Fund in Carmarthenshire for the following themes/projects:
· Anchor Programmes - Thematic programmes developed under each of the key SPF themes that will manage major parts of the investment strategy · Standalone projects – Strategic applications that will address challenges that are not covered by the Anchor projects. Applications will be invited via open calls. · Commissioned projects - Procured activity to deliver precisely defined activity that is not being fulfilled by the delivery models detailed above.
It was reported that with regard to the Standalone Projects Open Call, a mapping exercise had been undertaken (Appendix 2 to the report) where key challenges and opportunities identified within Carmarthenshire’s Investment Plan had been assessed against the funding opportunities being made available within the Anchor programmes for both the Communities and Place and Supporting Business investment priorities. A similar exercise would be undertaken for the People and Skills priority once the Anchor programme within that priority had been fully developed.
Following on from that mapping exercise and based on the findings and inputs of the priority sub groups, the Cabinet Member was advised that approval was being sought for open calls for applications for Standalone projects focusing on the following themes.
- Projects which respond to the opportunities in the Local Innovation Strategy (LIS) - Digital, health, circular economy and Foundational economy - Volunteering support - Social Enterprise support - Local food models - Active Travel and Rural Transport - Strategic Tourism / culture/ heritage projects - Strategic county wide Net Zero projects
With regard to the Rural Anchor and the Hwb Fach y Wlad element, referred to within the report, the Cabinet Member was updated on how that would be implemented via the establishment of rural HWB centres across the County’s rural market towns providing access to services, information and support to rural residents

LEISURE CHARGES 2023-24 PDF 132 KB Additional documents: Minutes: The Cabinet Member considered the Leisure Charges 2023-24 report seeking approval of the proposed charges that formed part of the income generating plan for the leisure division for 2023-24. The report included charges for the following divisions within Leisure Services and also detailed a number of factors, including market forces, that had influenced the proposed level of charges:-
· Cultural Services (Arts, Museums, Theatres, Libraries and Archive) · Sports & Leisure venues (Leisure Centres, swimming pools, Actof online products and Actif Community Sports Charges) · Outdoor Recreation (Country Parks, including the Millennium Coastal Park, Pendine Beach car park and Pendine Outdoor Education Centre.
RESOLVED that the 2023-24 Leisure Charges as set out in the report be approved.
