SHARED PROSPERITY FUND - BUSINESS START UP & GROWTH FUND Minutes: Following the application of the public interest test it was RESOLVED, pursuant to the Act referred to in minute no. 5 above, not to publicise the content of the report as it contained exempt information relating to the financial or business affairs of any particular person (including the Authority holding that information) (Paragraph 14 of Part 4 of Schedule 12A to the Act).
The public interest test in this matter related to the fact that the report contained detailed information about the business and financial affairs and ambitions of the applicant. In this case, the public interest in maintaining transparency and accountability is outweighed by the public interest in maintaining confidentiality, as disclosure would be likely to place persons and business named in the report at an unfair disadvantage in relation to their commercial competitors.
The Cabinet Member considered project applications received from businesses seeking assistance from the Shared Prosperity Fund – Business Start-up and Growth Fund, the aim of which was to support businesses in Carmarthenshire to start, sustain, grow and create jobs.
RESOLVED that the project applications submitted seeking assistance from the Shared Prosperity Fund – Business Start Up & Growth Fund be approved, as per the recommendations set out within the report.

TOWN CENTRE LOAN SCHEME Minutes: Following the application of the public interest test it was RESOLVED, pursuant to the Act referred to in minute no. 5 above, not to publicise the content of the report as it contained exempt information relating to the financial or business affairs of any particular person (including the Authority holding that information) (Paragraph 14 of Part 4 of Schedule 12A to the Act).
The public interest test in this matter related to the fact that the report contained detailed information about the business and financial affairs and ambitions of the applicants. In this case the public interest in maintaining the exemption under the 1972 Act in respect of this report outweighs the public interest in disclosing the information therein, as disclosure would be likely to place the business named in the report at an unfair disadvantage in relation to their commercial competitors.
The Cabinet Member considered a loan request application to the Town Centre Loan Scheme.
RESOLVED that the loan application to the Town Centre Loan Scheme be approved subject to the usual terms and conditions and those specified in the report.

CARMARTHENSHIRE COMMERCIAL PROPERTY DEVELOPMENT FUND Minutes: Following the application of the public interest test it was RESOLVED, pursuant to the Act referred to in minute no. 5 above, not to publicise the content of the report as it contained exempt information relating to the financial or business affairs of any particular person (including the Authority holding that information) (Paragraph 14 of Part 4 of Schedule 12A to the Act).

The Cabinet Member received for consideration an application to receive support from the Carmarthenshire Commercial Property Development Fund. In noting the background of the application, the Cabinet Member was provided with an update in regard to planning conditions that had been received following the publication of the agenda.
RESOLVED to defer the consideration of the application until the planning permission condition had been discharged.
