RESOLVED that the decision record of the meeting held on the 27th September, 2023 be signed as a correct record.

TEN TOWNS PROGRAMME (REVENUE FUND). pdf icon PDF 189 KB

The Cabinet Member considered a report providing details 6 applications seeking financial assistance from the 10 Towns Revenue Fund, as follows:- 

 

Cwmaman Town Council                   Grant requested £19,250

Whitland Town Council                       Grant requested £20,000

Llandovery Town Council                  Grant requested £19,970

Kidwelly Town Council                       Grant requested £10,000

Llanybydder Old School Trust            Grant requested £20,000

St Clears Town Council                      Grant requested £20,000

 

Full details of the proposed projects were included in the report.

 

RESOLVED that the 6 applications submitted for funding from the Ten Towns Programme (Revenue Fund), as detailed above, be awarded the grant funding requested, in line with the terms and conditions as detailed in the report.

EXCLUSION OF THE PUBLIC.

FOLLOWING CONSIDERATION OF ALL THE CIRCUMSTANCES OF THE CASE AND FOLLOWING THE APPLICATION OF THE PUBLIC INTEREST TEST THE CABINET MEMBER MAY CONSIDER THAT THE FOLLOWING ITEMS ARE NOT FOR PUBLICATION AS THEY CONTAIN EXEMPT INFORMATION AS DEFINED IN PARAGRAPH 14 OF PART 4 OF SCHEDULE 12A TO THE LOCAL GOVERNMENT ACT, 1972 AS AMENDED BY THE LOCAL GOVERNMENT (ACCESS TO INFORMATION) (VARIATION) (WALES) ORDER 2007.

RESOLVED pursuant to The Local Government Act 1972 as amended by The Local Government (Access to Information) (Variation) (Wales) Order 2007 that the following items were not for publication as the reports contained exempt information as defined in Paragraph 14 of Part 4 of Schedule 12A to the Act.

ENTERPRISING COMMUNITIES.

Minutes:

Following the application of the public interest test it was RESOLVED, pursuant to the Act referred to in minute no. 4 above, not to publicise the content of the report as it contained exempt information relating to the financial or business affairs of any particular person (including the Authority holding that information) (Paragraph 14 of Part 4 of Schedule 12A to the Act).

The public interest test in this matter related to the fact that the report contained detailed information about the business and financial affairs and ambitions of the applicants. In this case, the public interest in maintaining transparency and accountability is outweighed by the public interest in maintaining confidentiality, as disclosure would have the potential to unfairly undermine the position of the organisations concerned in relation to other organisations operating in the same sphere of economic activity.

 

The Cabinet Member considered an application submitted for funding from the Enterprising Communities Fund which formed part of the Arfor II programme.

 

RESOLVED that funding be awarded as detailed in the report and in line with the terms and conditions stipulated.

SHARED PROSPERITY FUND - BUSINESS RENEWABLE ENERGY FUND

Following the application of the public interest test it was RESOLVED, pursuant to the Act referred to in minute no. 4 above, not to publicise the content of the report as it contained exempt information relating to the financial or business affairs of any particular person (including the Authority holding that information) (Paragraph 14 of Part 4 of Schedule 12A to the Act).

The public interest test in this matter related to the fact that the report contained detailed information about the business and financial affairs and ambitions of the applicants. In this case, the public interest in maintaining transparency and accountability is outweighed by the public interest in maintaining confidentiality, as disclosure would be likely to place persons and businesses named in the report at an unfair disadvantage in relation to their commercial competitors.

 

The Cabinet Member considered a report detailing five projects submitted for funding from the Shared Prosperity Fund – Business Renewable Energy Fund which enabled businesses to undertake renewable energy improvement projects leading to business efficiencies and carbon reduction.

 

RESOLVED that funding be awarded as detailed in the report and in line with the terms and conditions stipulated.

Following the application of the public interest test it was RESOLVED, pursuant to the Act referred to in minute no. 4 above, not to publicise the content of the report as it contained exempt information relating to the financial or business affairs of any particular person (including the Authority holding that information) (Paragraph 14 of Part 4 of Schedule 12A to the Act).
