The Cabinet Member considered a report which provided an application for funding submitted by St Clears Town Council as part of the Ten Towns Programme.

 

It was reported that St Clears Town Council had already received Cabinet Member approval in March 2024 for £33,697 for phase 1 of its Ten Towns project.   Funding had been secured for the re-development of Y Gât, formerly known as the West Wales Craft Centre, as a multi-use space for the local community. Furthermore, the building had recently been subject to an asset transfer to the Town Council.

 

The Cabinet Member noted that this report related to St Clears’ Phase 2 project which consisted of 3 elements as detailed within the report.  The project would begin as soon as full approval is granted. 

 

It was reported that the project must be fully complete by end of December 2024 in line with Shared Prosperity Funding period.

 

RESOLVED thatthe following application submitted as part of the 10 towns programme on behalf of the Economic Growth Plan Team in St Clears be approved:-

Project Name: St Clears Ten Towns Capital Phase 2

Grant requested: £31,263

FOLLOWING CONSIDERATION OF ALL THE CIRCUMSTANCES OF THE CASE AND FOLLOWING THE APPLICATION OF THE PUBLIC INTEREST TEST THE CABINET MEMBER MAY CONSIDER THAT THE FOLLOWING ITEMS ARE NOT FOR PUBLICATION AS THEY CONTAIN EXEMPT INFORMATION AS DEFINED IN PARAGRAPH 14 OF PART 4 OF SCHEDULE 12A TO THE LOCAL GOVERNMENT ACT, 1972 AS AMENDED BY THE LOCAL GOVERNMENT (ACCESS TO INFORMATION) (VARIATION) (WALES) ORDER 2007.

RESOLVED pursuant to The Local Government Act 1972 as amended by The Local Government (Access to Information) (Variation) (Wales) Order 2007 that the following items were not for publication as the reports contained exempt information as defined in Paragraph 14 of Part 4 of Schedule 12A to the Act.

SHARED PROSPERITY FUND - BUSINESS RENEWABLE ENERGY FUND

Minutes:

Following the application of the public interest test it was RESOLVED, pursuant to the Act referred to in minute no. 4 above, not to publicise the content of the report as it contained exempt information relating to the financial or business affairs of any particular person (including the Authority holding that information) (Paragraph 14 of Part 4 of Schedule 12A to the Act). 

 

The public interest test in this matter related to the fact that the report contained detailed information about the business and financial affairs and ambitions of the applicants. In this case, the public interest in maintaining transparency and accountability is outweighed by the public interest in maintaining confidentiality, as disclosure would be likely to place persons and businesses named in the report at an unfair disadvantage in relation to their commercial competitors.

 

The Cabinet Member considered a project application received from a business seeking assistance from the Shared Prosperity Fund – Business Renewable Energy Fund, the aim of which was to support businesses in Carmarthenshire to invest in renewable energy technology to enable business growth.

 

RESOLVED that the projects submitted to the Shared Prosperity Fund – Business Startup and Growth Grant Fund as detailed in the report be approved.

SHARED PROSPERITY FUND - BUSINESS START UP & GROWTH FUND

Following the application of the public interest test it was RESOLVED, pursuant to the Act referred to in minute no. 4 above, not to publicise the content of the report as it contained exempt information relating to the financial or business affairs of any particular person (including the Authority holding that information) (Paragraph 14 of Part 4 of Schedule 12A to the Act). 

 

The public interest test in this matter related to the fact that the report contained detailed information about the business and financial affairs and ambitions of the applicants. In this case, the public interest in maintaining transparency and accountability is outweighed by the public interest in maintaining confidentiality, as disclosure would be likely to place persons and businesses named in the report at an unfair disadvantage in relation to their commercial competitors.

 

The Cabinet Member considered project applications received from businesses seeking assistance from the Shared Prosperity Fund – Business Startup and Growth Grant Fund, the aim of which was to support businesses to start, sustain, grow and create jobs.

 

RESOLVED that the 3 projects submitted to the Shared Prosperity Fund – Business Startup and Growth Grant Fund as detailed in the report be approved.

 

7.

PROPERTY DEVELOPMENT FUND

Minutes:

Following the application of the public interest test it was RESOLVED, pursuant to the Act referred to in minute no. 4 above, not to publicise the content of the report as it contained exempt information relating to the financial or business affairs of any particular person (including the Authority holding that information) (Paragraph 14 of Part 4 of Schedule 12A to the Act). 

 

The public interest test in this matter related to the fact that the report contained detailed information about the business and financial affairs and ambitions of the applicants.  In this case, the public interest in maintaining transparency and accountability is outweighed by the public interest in maintaining confidentiality, as disclosure would be likely to place persons and businesses named in the report at an unfair disadvantage in relation to their commercial competitors.

 

The Cabinet Member considered an application to receive a grant from the Council’s commercial Property Development Fund, the aim of which was to create commercial space and property for businesses within the county and support the development of new businesses and job creation.

 

RESOLVED that the grant request from the Property Development Fund as detailed in the report be supported.
