CARMARTHEN SHOPMOBILITY SUPPORT 2024/25 pdf icon PDF 123 KB

The Cabinet Member considered a report to support Carmarthen Shopmobility with a grant of £16,500 for a twelve-month period commencing in September, 2024. It was explained that whilst Shopmobility had been supported by the Council since 2011, and generated income from charges and fund raising, it was mainly reliant on the Council’s financial support to provide a service to those with mobility impairments to access the town.

 

It was reported that the scheme was funded from the Council’s Community Transport element of the Bus Services Support Grant and should the grant be awarded, it represented an increase of £500 or just over 3% of the 2023/24 grant of £16,000

 

RESOLVED that a grant of £16,500 be provided to support Shopmobility in Carmarthen from September 2024 to September 2025.

THE COUNTY OF CARMARTHENSHIRE (IMPOSITION OF 30 M.P.H. SPEED LIMIT) (No.1) ORDER 2024 pdf icon PDF 114 KB

The Cabinet Member considered a report on proposals to introduce The County of Carmarthenshire (Imposition of 30 mph speed limit)(B4304 Coastal Link Road)(No 1) Order 2024 to reduce the current 40 mph speed along the B4304 Coastal Link Road in Llanelli to 30mph.

 

It was reported that two objections had been received to the proposed Order during the consultation period, as detailed within the report together with the officer responses thereto. It was recommended that the objections be noted and the Order be made to support the introduction of recently implemented road safety measures and to ensure the safety of the increased number of pedestrians and cyclists accessing Pentre Awel.

 

RESOLVED that the objections received to the proposed County of Carmarthenshire (Imposition of 30 M.P.H Speed Limit)(B4304 Coastal Link Road)(N0.1) Order 2024 be noted but that the Order be made.

TRAFFIC REGULATION ORDER FOR RURAL WAITING RESTRICTIONS AND STREET PARKING (VARIATION NO 41). pdf icon PDF 134 KB

The Cabinet Member considered a report on proposals to introduce The Traffic Regulation Order for Rural Waiting Restrictions and Street Parking (Variation no 41) in relation to the following locations within the County.

 

2.1 – Class III Road, leading past Bro Myrddin School

2.2 – Heol Gwemont, Llansaint

2.3 – Victoria Street & Market Lane, Laugharne

2.4 – Denham Avenue, Furnace

2.5 - Waterloo Road, Penygroes

2.6 – Hillfield Villas, Kidwelly

2.7 – Pentwyn Road, Betws

 

It was reported that ten objections, one of which was a 31no. signature petition, had been received to the proposed Order during the consultation period, as detailed within the report together with the officer responses thereto.

 

The Cabinet Member’s attention was drawn to the report recommendations wherein it was recommended that recommendations 2.1-2.6 within the report be approved. It was reported that there was an error in the report, and that recommendation 2.7 should have been included therein

 

It was recommended that the objections received to the ‘County of Carmarthenshire (with the exception of Carmarthen, Llanelli and Ammanford)(Waiting Restriction and Street Parking Places) Consolidation (Variation Number 41) Order 2024 be noted, but that recommendations 2.1, and 2.3 – 2.7 within the report be approved and the Order be made to fulfil the authority’s statutory duty of securing the expeditious movement of traffic, to improve road safety and to provide controlled parking areas for the benefit of local residents. It was further recommended that recommendation 2.2 be withdrawn to enable further discussions to be undertaken with the local community.

 

RESOLVED that the objections received to the ‘County of Carmarthenshire (with the exception of Carmarthen, Llanelli and Ammanford) (Waiting Restriction and Street Parking Places) Consolidation (Variation Number 41) Order 2024 be noted and that:

Recommendations 2.1 and 2.3 – 2.7 within the report be approved and the Order be made.

6.2

Recommendation 2.2 be accepted, and the advertised proposals be withdrawn with a view to revisiting the original obstruction concerns and to carry out further consultation within the local community

The Cabinet Member considered a report on proposals to introduce The County of Carmarthenshire (Prohibition of Stopping Notice Outside Schools) (Rural) Order 2024.

 

It was reported that two objections had been received to the proposed Order during the consultation period, as detailed within the report together with the officer responses thereto.

 

It was recommended that the objections be noted, and the Order be made to fulfil the authority’s statutory duty of securing the expeditious movement of traffic, to improve road safety and to provide controlled parking areas for the benefit of local residents. It was further recommended that the proposal in respect of Heol Waun y Clun,  Trimsaran be withdrawn from the Order to enable further consultations to be undertaken with the local community.

 

RESOLVED

 

7.1

That the objections received to the County of Carmarthenshire (Prohibition of Stopping Notice Outside Schools) (Rural) Order 2024 be noted and that the Order be made

7.2

That the proposal for Heol Waun y Clun Trimsaran be withdrawn to enable further consultation to be undertaken with the local community to ascertain whether a less restrictive time would be acceptable.

The Cabinet Member considered a report on proposals to introduce The County of Carmarthenshire (Ammanford)(Waiting Restriction and Street Parking Places) Consolidation (Variation Number 15) Order 2024.

 

It was reported that one objection had been received to the proposed Order during the consultation period, as detailed within the report together with the officer response thereto.

 

The Cabinet Member referred to the title in the summary of objections referring to the ‘Class III road, leading past Bro Myrddin School’. The Traffic and Road Safety Manager confirmed that  was an error in the report and the Title should have read ‘access road to Tesco Car Park and also the loading area to the rear of Tesco’ as referenced within the report.

 

It was recommended that the objection received to the ‘County of Carmarthenshire (Ammanford)(Waiting Restriction and Street Parking Places) Consolidation (Variation Number 15) Order 2024 be noted, but that the Order be made in order to fulfil the authority’s statutory duty of securing the expeditious movement of traffic, to improve road safety and to provide controlled parking areas for the benefit of local residents.

 

RESOLVED that, subject to the above clarification, the objection received to the County of Carmarthenshire (Ammanford)(Waiting Restriction and Street Parking Places) Consolidation (Variation Number 15) Order 2024 be noted and the Order be made.
