THIS REPORT SEEKS APPROVAL TO SET A POLICY OF HOW THE AUTHORITY WILL DEAL WITH REQUEST TO ADOPT PRIVATE OR UNADOPTED ROADS. THE POLICY WILL ALSO OUTLINE HOW THE AUTHORITY MAY ITSELF DECIDE TO ADOPT A ROAD THAT IS UNADOPTED.

As a requirement under the Local Government and Elections (Wales) Act 2021, a council must arrange for an independent external panel to undertake an assessment, at least once during the period between two consecutive ordinary elections of councillors to the council, of the extent to which the council is meeting the performance requirements, that is the extent to which:
1. it is exercising its functions effectively;
2. it is using its resources economically, efficiently and effectively; and
3. its governance is effective for securing the above.
This report will confirm the timing of the Carmarthenshire Panel Performance Assessment (PPA) and outline the scope of the assessment.

To receive the Public Services for Wales Annual Letter. Each year the Public Services Ombudsman for Wales (PSOW) provides every Welsh Local Authority with a letter in the form of a fact sheet and accompanying data. It is provided to assist in reviewing performance.

The Annual Report provides an overview of Council performance during 2024-25. Under the Well-being of Future Generations (Wales) Act 2015 we are required to publish an Annual Report on our Well-being Objectives. In addition, under the Local Government and Elections Act (Wales) 2021 we have a duty to report on performance, based, on a self-assessment approach. This report aims to meet both these requirements in one document.

The involvement strategy is to ensure that the voices of the community are heard and considered in decision-making processes. Such a strategy fosters transparency and trust between the council and its constituents. It allows for diverse perspectives to be integrated into policies and projects, thereby making them more effective and reflective of the community’s needs and aspirations. Active community involvement can lead to better resource allocation, improved service delivery, and a stronger sense of ownership among residents.

THE HRA BUSINESS PLAN SETS OUT OUR PRIORITIES AND ACTIVITIES FOR NEW AND EXISTING COUNCIL HOMES FOR THE NEXT THREE YEARS. IT ALSO SETS OUR CAPITAL AND REVENUE BUDGETS AND CONFIRMS RENTAL LEVELS FOR TENANTS.

TO PRESENT THE ANNUAL MONITORING REPORT FOR THE ADOPTED CARMARTHENSHIRE LDP AS PART OF THE WG REQUIREMENT TO MONITOR AND ASSESS THE ONGOING IMPLEMENTATION OF THE PLAN.

S10.7 OF THE FLOOD AND WATER MANAGEMENT ACT 2010 REQUIRES ALL LOCAL AUTHORITIES TO PUBLISH THEIR LOCAL FLOOD RISK MANAGEMENT STRATEGY.
THE STRATEGY, SUPPORTED BY A MORE TACTICAL PLAN, WILL CLARIFY WHERE WE ARE NOW IN TERMS OF FLOOD AND COASTAL EROSION RISK MANAGEMENT, WHERE WE WANT TO BE IN 2030 AND HOW WE WILL GET THERE.
A PLAN IS CURRENTLY BEING PRODUCED.

THE AIM OF THIS POLICY IS TO RAISE AWARENESS OF OCCUPATIONAL ROAD RISKS WITHIN THE COUNCIL AND TO REDUCE THE ASSOCIATED RISKS TO EMPLOYEES, ELECTED MEMBERS, THE PUBLIC, AND THE COUNCIL TO AN ACCEPTABLE LEVEL.

Having an AI and Automation Strategy is crucial for a forward-thinking Local Authority such as ours. Our new AI and Automation Strategy will empower us to achieve operational improvements and efficiencies, enhance services, and navigate the evolving landscape of technology. It will help to ensure we are exploring and adopting this technology safely, ethically, and appropriately whilst supporting and underpinning the objectives of our overarching Digital Strategy 2024 – 2027.

The Carmarthenshire Rights of Way Improvement Plan (ROWIP) 2019-2029 has been produced and published in accordance with section 60 of the Countryside and Rights of Way (CROW) Act (2000).
The ROWIP details Carmarthenshire’s plan for the strategic management, development, and improvement of the County’s Public Rights of Way network up until 2029.
During consultation with the Local Access Forum, The Forum identified a need for the local authority to commit to producing a Carmarthenshire Equestrian Strategy to recognise the access opportunities and challenges for horse riding and carriage driving across the County.
An Equestrian Strategy to ‘promote and develop an accessible network for equestrian use’ has therefore been published in the Carmarthenshire Rights of Way Improvement Plan 2019-2029.
The report sets out the proposal to adopt an Equestrian Strategy for Carmarthenshire.

On the 20th February 2023, Cabinet unanimously resolved to retain the County Farm Estate whilst rationalising and considering development and sale opportunities as they arise.
