The Committee considered an application submitted by County Councillor Jane Tremlett for the grant of a dispensation under the Standards Committees (Grant of Dispensation) (Wales) Regulations 2001 to speak and vote at meetings of Carmarthenshire County Council, its Executive Board or its Committees, in respect of matters relating to the proposed Laugharne Township Parking Strategy.

 

It was reported that a dispensation was sought as Councillor Tremlett had a personal interest in this matter as she was a resident of King Street, Laugharne, and would be affected by the proposed resident parking permit scheme in that street and her husband had a business in King Street, Laugharne, which could benefit from the proposed off street car park.

 

Councillor Tremlett’s interest was also prejudicial as a member of the public with full knowledge of the facts would reasonably regard that interest as being so significant that it would be likely to prejudice the Councillor’s judgement of the wider public interest.

 

Councillor Tremlett had accordingly requested that she be granted dispensation to speak and vote.

 

Following a detailed discussion it was

 

UNANIMOUSLY RESOLVED that the application from County Councillor J. Tremlett for dispensation to SPEAK and VOTE at meetings of Carmarthenshire County Council, its Executive Board or Committees in relation to any matters relating to the proposed Laugharne Township Parking Strategy be refused.
